THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a PHOTOGRAPHER (TITLE 32), Position Description Number D1591000 and is part of the NCNG PAO, National Guard (JFHQ-PAO / MD 1210-405).
Duties
As a PHOTOGRAPHER, GS-1060-09, you will plan the visual aspects of publications, exhibits, or presentations utilizing specialized photographic & audio/video equipment, techniques and processes to develop, modify and enhance the final product; advise and assist in scripting, story boarding and visualizing the art needed in the finished product; videotape events and staged performances needed to produce videos requested by the units of this command; review the script with the director prior to videotaping to define the production's photographic and stylistic requirements; the incumbent uses this understanding of the director's intentions to deviate from the script and take additional field shots that will facilitate editing, capture interesting scenes that were not anticipated, and minimize distracting audio and visual elements; assure that lighting and audio levels are such that they will enhance the finished product edit, revise and polish raw footage into a finished presentation; also perform video documentation using his/her own initiative in determining what scenes are necessary to establish the main facts, accurately represent the event, and place it in proper context; photograph/Film required visuals in order to complete needed project; select photos/film clips needed to edit and complete the project; photograph and control processing of digital and still photographs as well as HD video needed for ceremonies, training events, promotions, Chain of Command display, news releases and morale and welfare events; perform precise photographic operations with electronically timed high-speed cameras and exposures; coordinate equipment and lighting needs to capture desired images; use subject matter knowledge to anticipate the various stages in the procedure and to recognize points of interest; based on familiarity with subject matter and content, discusses general requirements of what is to be photographed with requester; plan the photographic recording and determination of suitable methods of illumination, camera placement, and general sequence of actions or operations for sequence shots; determine the need for change or alterations in the setting of the event while maintaining the flexibility to adjust to limitations; exercise extensive artistic ability in selecting scenes/events that will carry out required photo objectives; use digital cameras and processes related to their function, manipulation, and products; is accountable for the security of all issued equipment, supplies, and materials; adapt or alter equipment to meet existing situations and to improvise to compensate for faulty equipment, i.e., calibrates color balance, exposure, and contrast on slide duplicator to accommodate for machine variance and changes in film emulsion in order to avoid lengthy and costly repairs by manufacturer; perform operator maintenance of cameras and other photographic equipment up to standard; perform silver recovery operations in accordance with existing policies, regulations, and directives; task include disassembly, cleaning, lubricating, adjusting, and making minor repairs; maintenance records are to document all work performed on equipment; follows all safety procedures and reports unsafe conditions as required; involves the taking of still photographs or HD video for the documentation of events, training or educational purposes; thorough understanding of the capabilities and limitations of specialized photographic equipment, film and processing; skill in adjusting equipment to withstand physical stress and accommodate special wiring requirements; thorough understanding roles of a HD videographer during events and staged performances and the ability to produce videos, PSAs, BLOGS requested by the units of this command and able to support NCNG Social Media platforms.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications
MILITARY GRADES: Enlisted ( E5 to E8)
MINIMUM RQUIREMENTS: Experience, education, or training performing work in operating still, television (video), or motion picture cameras, and in processing photographic film and negatives. Knowledge of equipment, techniques, and processes of photography, knowledge of subject matter to be photographed, and/or selecting, arranging, and lighting subjects or in processing work. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: (Must have at least 24 months of experience), education, or training utilizing still and motion, ultra high speed and stop still photographic camera equipment. Experience developing, modifying, or adapting equipment and procedures to meet new requirements or to perform assignments involving unusual or unprecedented situations that require photographic treatment. Experience designing and creating special affects to meet the requirements of a project.
Substitution of Education for Specialized Experience: 4 years above high school leading to a bachelor's degree with major study or 24 semester hours of course work in a related field for GS-05 positions. Education (for positions at GS-5: Major study -- photography, or other fields related to the position.
