Joining the Secret Service, Acquisition Program Management (APM), Technical Security Division will allow you to develop and oversee acquisition policies and plans of programs with multi-million dollar budgets. Many of these programs and projects are initiated to rapidly counter ever evolving threats.
This Program Manager (Acquisition)position starts at a salary of $112,015.00 GS-13, with promotion potential to $172,075.00 GS-14.

Duties
The selectee will serve as anProgram Manager (Acquisition) in the Office of Technical Development and Mission Support (TEC). Typical work assignments include:
Evaluating bids and offers in response to contract solicitations.
Conducting periodic program reviews to assess cost, schedule, performance and risk.
Developing acquisition related cost analysis, budgets, and financial management functions for a program.
Overseeing and managing integrated Life-Cycle Cost Estimates (LCCE) for new programs and projects to ensure accurate funding requirements to inform the resource allocation process.
Developing programmatic documentation for cost, schedule and baseline.
Qualifications
You qualify for the GS-13 level (starting salary $112,015.00) if you possess one year of specialized experience comparable in scope and responsibility to the GS-12 level performing the following duties:
Executing activities (i.e., cost, schedule, performance, and risk) within the acquisition life-cycle framework to meet project efforts;
Reviewing budgetary and resource requirements to determine performance parameters; and
Coordinating acquisition support activities necessary to meet program objectives.
You qualify for the GS-14 level (starting salary $132,368.00) if you possess one year of specialized experience comparable in scope and responsibility to the GS-13 level performing the following duties:
Managing the execution of multiple projects to meet the requirements of an acquisition program;
Evaluating cost and funding requirements for a program including life-cycle cost estimates;
Providing guidance to stakeholders on policies related to contracting and/or acquisitions to ensure compliance; and
Collaborating with management on the implementation of strategic initiatives.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

Additional Position Requirements:
Applicant may be required to attain a Senior Program Manager certification from the DHS Federal Acquisition Institute within one year of job start.
Applicant may be required to attain a Contractor Officer Level II certification from the DHS Federal Acquisition Institute within one year of job start.
