About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.

Duties

Technically and administratively supervises four positions and two contractors assigned to the Personnel Services Branch. Maintain and secure software, such as, RAPIDS-DEERS software to access accounts to include accountability of all equipment and peripherals. Identify problems and recommend solutions to all actions pertaining to military personnel. Provide guidance and assistance to military personnel, family members, and operating officials on full spectrum of military personnel functions and management.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain eligibility at the Secret level using a background investigation.
  • Incumbent is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Incumbent is subject to a one year supervisory probation to assess ability to perform supervisory duties, unless previously completed.
  • Incumbent is required to serve on-call for Casualty Operations Center, which may require after hours work anytime 24 hours a day.

Specialized Experience: One year of specialized experience which includes: 1) providing technical consultation concerning human resources (HR) regulation, policies, and practices pertaining to personnel records; 2) utilizing HR databases to in-put, extract, and/or query data; 3) completing personnel actions in HR programs to include in and out processing, evaluations, promotions, record maintenance, and/or awards; and 4) experience in leading a group of employees to include planning, assigning, and evaluating work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer Service (Clerical/Technical)HR Data ManagementHR Information Systems ApplicationManaging Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
