You will serve as a GENERAL ENGINEER in the ???????PUBLIC WORKS of NAVAL FACILITIES ENG COMMAND MARIANAS. This position is also subject to a Non-Foreign Overseas Cost of Living Allowance (COLA) currently set at 12.25%. COLA is subject to change without notice. Duties

You will serve as the primary technical and programmatic advisor to the Installation Energy Conservation Board. You will plan meeting agenda, prepare strategies, provide decisional papers with supporting documentation, and conduct briefings. You will perform installation level strategic energy and sustainability planning in alignment with regional/installation energy goals. You will develop and execute Installation Energy and Water Plans to support energy mandates and achieve installation goals. You will plan, coordinate, conduct and track installation energy audits and studies. You will provide leadership, technical expertise, program management and advice to Installation Commanding Officer, Public Works Officer, Facility Managers and others concerning the Energy Program.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: professional GENERAL ENGINEER Utilizing knowledge of emerging efficiency and renewable energy technologies. 2) Preparing and conducting general energy awareness training for installation personnel. 3) Monitoring installation energy project execution by communicating horizontally with Facility Engineering and Acquisition Division (FEAD) personnel. Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
