You will serve as a MECHANICAL BRANCH MANAGER in the REPAIR DIVISION of the MECHANICAL BRANCH (Code 320) of TRIDENT REFIT FACILITY, BANGOR.

Duties

You will manage industrial plant equipment repair projects to ensure trade work is completed within cost and schedule parameters. You will analyze workload projections and requirements (such as: vessel schedules, maintenance reports, modernization projections, workforce maturity issues, skill mix) to carry out the long-term production mission. You will provide briefings for the delivery of program information to government leaders and key groups. You will develop and enhance cooperative military-civilian relationships in the workforce and provide oversight of the Branch's civilian and military production workforce through first and second-level supervisors. You will assure subordinate supervisors effectively carry out policies and encourage employees to participate in management programs such as safety, beneficial suggestions and cost reduction. You will provide technical oversight in order to communicate expectations and improvement. You will monitor labor charges, time and effectiveness of repairs, technical integrity of work produced, and overall fleet support and feedback to assure readiness and cost-effective operations. You will conduct studies, investigate and analyze problems, and initiate action for solutions. You will be responsible for following and enforcing all established safety rules and requirements. You will be responsible to keep subordinates informed of all safety and health requirements pertinent to his/her work assignments, and to ensure all applicable safety equipment is available for each task. You will be responsible for taking prompt corrective action to abate hazardous workplace conditions. You will ensure all requirements and guidance pertinent to the use, storage, and disposal of hazardous materials are fully understood and followed by the workforce.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Work is performed in an office or conference room setting; but monitoring may be performed in the shop and onboard ships undergoing repair, modernization or overhaul.
  • The work is mostly sedentary; however, some walking, bending, vertical climbing, stooping and carrying of light items is required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and coordinating industrial or shipyard maintenance projects to analyze workload requirements or projections and resolve issues for effective modernization of naval vessels.
