The primary purpose of this position is to provide unlimited warranted contracting officer services for the Electronic Systems Center (ESC) including acquisition planning, solicitation, proposal evaluation, negotiation, contract pre-award and post-award management activities. Performs all of these functions for highly complex, high monetary, long- and short-term acquisitions for major systems, logistics, and operational contracting.
Duties
DUTY 1: Performs as technical lead and unlimited warrant contracting officer for pre- and post-award functions (e.g., acquisition strategy development, presentation and clearances) for procurements involving complex and non-complex contracts in support of the ESC mission, to include highly specialized, new, and innovative products and services in the systems, logistics, and operational arenas.
DUTY 2: Oversees/executes the administration of complex contracts for procurements involving requirements for highly specialized, new, or innovative equipment and services and for other complex programs. Manages and performs contract administration functions (i.e., contract scope determinations, contract modifications, supplemental agreements, justifications and approvals, approval reviews/fair opportunity evaluations, and claims disputes and contract terminations.
DUTY 3: oversees the analysis and evaluation of cost and pricing data to determine price reasonableness when relevant historical data and pricing precedents are generally not available or require extensive adaptation.
DUTY 4: Cooperates with team members within the contracting arena and contacts within ESC and Command to provide continuing acquisition support and guidance directed toward achievement of goals and objectives.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020, which removed the statutory requirement for contracting professionals to complete at least 24 semester credit hours (SH) (or equivalent) of study from an accredited institution of higher education.
BASIC REQUIREMENTS:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit copies of your official transcripts.
NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

SPECIALIZED EXPERIENCE:
Your resume must reflect quality level experience in one or more of the following which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties are performed with considerable latitude in dealing with problems arising during the preaward or postaward phases of the procurement action; independently plans and carries out the work, selecting the approaches and techniques to be used; recommends or develops new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determines actions to be taken on assigned contracts; uses judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of contact negotiation, administration and termination principles, policies, procedures, and technical requirements applicable to pre- and post-award actions for a variety of contract.
Knowledge of business practices and market conditions applicable to program and technical acquisition requirements and negotiation strategies to effectively negotiate highly complex procurements of extensive services and high technology equipment systems for weapon systems, logistics, and operational arenas.
Knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
Knowledge of the methods and techniques of fact-finding, analytical skill sufficient for analysis and resolution of complex problems; and the principles and practices of team building.
Ability to apply precedents found in Government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards; and the ability to properly apply funding rules associated with the obligation of multiple types of appropriations.
Ability to establish performance goals and assess progress toward their achievement and develop concrete action plans to solve problems; to adjust work operations to meet emergencies, changing programs or production requirements within available resources and within minimum sacrifice of quality or quantity of work; and the ability to communicate effectively, both orally and in writing. Knowledge of security policies and requirements for protecting classified and sensitive information.
CONDITIONS OF EMPLOYMENT CONT.
Security: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Employee serves as an unlimited warranted contracting officer and must complete required forms in accordance with provisions of the Federal Procurement Policy Act (41 USC 432). Candidates will be required to pass the warrant board within 60 days of tentative selection. Any exceptions must be approved by the warrant authority.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
