You will serve as an OPERATIONS RESEARCH ANALYST in the DOCTRINE, CONCEPTS, ANALYSIS AND NLLS of NAVY WARFARE DEVELOPMENT.

Duties

You will provide decision makers with a sound, scientific, and quantitative or qualitative bases for making decisions on the particular military problem being address. You will provide analysis support to efforts as designated by their Department Head. You will serve as the principle analyst for project teams within Navy Warfare Development Command (NWDC). You will identify appropriate research approaches regarding a military challenge and associate hypotheses. You will develop and maintain the Data Collection and Analysis Plan (DCAP). You will recommend and develop analytical tools necessary to accomplish projects and collect data to support study/project execution. You will develop and apply mathematical models to collect and analyze data on force employment, force generation and development of naval forces to improve fleet readiness and operations. You will prepare executive (Flag/Senior Executive Service (SES) level reports and briefs. You will conduct quality assurance on reports and briefs and participates in peer reviews of analytic materials. You will conduct study results, findings, conclusions, options, and recommendations to various audiences at scientific meetings and conferences. You will apply knowledge of current developments in operations research and modeling and simulation applications.

Specialized experience must demonstrate the following: Experience conducting analyses using mathematical tools and models, computer simulation, statistical sampling, risk analysis, evaluation techniques, and decision theory. Experience using naval war games, modeling and simulation, and experimentation. Experience using both qualitative and quantitative analysis methods to solve problems and research questions. Experience analyzing data on identifying command level trends, capability gaps, and areas of concerns to provide solutions and inform decisions. Experience working with Navy and Service war fighting priorities and capabilities and conducting analysis in Joint and naval exercises. Basic Education Requirements

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

GS-12:

Successful completion of a Ph.D. or equivalent doctoral degree related to position being filled.

A combination of experience and graduate education as described above that equates to one year of experience.
