As a Program Specialist in the Cost and Fee Analysis (CFA) Division of Plant Protection and Quarantine (PPQ), Pest Exclusion and Import Programs (PEIP), the selectee provides program management and policy expertise, national coordination, and business process leadership on evaluating and adjusting user fees.
This is a remote position with geographic restrictions: the selectee must reside within the Washington-Baltimore-Arlington locality pay area.
Duties
The duties may include, but are not limited to:
As an authority in policy and business strategy topics, user fees and other agricultural quarantine matters, performs in-depth analyses of policy and program management issues.
Serves in a leadership role on teams of financial and business experts on program activities and other projects to study, evaluate, assess, and support the program financially and strategically.
Provides authoritative advice and assistance in reviewing, developing, directing, analyzing, and monitoring operations and programs.
Represents PPQ in meetings with industry and government entities at all levels, and performs coordination and negotiation to encourage active participation in programs.
Communicates with stakeholder groups, other Federal and international agencies, and cooperator organizations on major initiatives, policy launch changes to a program, and any other critical aspects.
Leads national budget development for assigned program responsibilities and provides coordination for the Program Planning and Budget Development Process.
Manages financial accounts for appropriate conduct of the assigned program(s) which involve special appropriations, user fees, or trust funds.
Keeps PPQ officials fully informed of program activities and results that may have a significant bearing on the planning, development, and administration of other APHIS programs.
Prepares written correspondence, which includes operational plans, performance reports, briefing papers, decision memoranda, position papers, and other administrative documents.
Requirements

- Selectee will work out of a home (remote) duty station, within the Washington-Baltimore-Arlington locality pay area.
- The duties of this position will be performed out of a home office. The selectee must be able to provide for and establish a suitable, virtual home office.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience analyzing program activities, costs, compliance, and performance.
Experience with development and evaluation of program policies and regulations.
Experience developing and communicating policy, advice, and recommendations to senior executives and other leaders.
Experience collaborating with other government agencies to solve program management issues.
Note: There is no education substitution for specialized experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
