THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This position is for an Aircraft Instructor Pilot, Position Description Number D074000 located in in the 78th Troop Command, located on Dobbins Air Reserve Base, Georgia.
This is a full-time, Excepted Permanent dual status position which requires Georgia Army National Guard Membership.
Area of Consideration: Current members of the Army National Guard Nationwide.
Duties
As an Supervisory Aircraft Pilot, GS-2181-13, you will:
Manages the ARNG aviation program of the state which includes planning, coordinating, implementing and directing all aviation assets within the state. Direct responsibility includes, but is not limited to, management of all aircraft maintenance and logistics programs, aircrew training program, additional flight training program, personnel management, facilities planning, resource programming and budgeting, policy development and implementation, aviation safety and aircraft accident prevention programs and aviation support for the accomplishment of various missions including support of county, state and federal agencies. Acts as the principle aviation advisor to the Adjutant General, and as a liaison with all organizations concerning matters relevant to aviation support. Coordinates and manages force structure, force modernization and force integration actions affecting state aviation units. Determines program goals and priorities and coordinates joint activities with other agencies. Conducts staff conferences to determine budget impacts caused by increased costs, changes in programs and policies, changes in mission/weapons system, requirements for new or remodeled facilities, etc. Approves all State annual budget requests for aviation logistics, operations and training, and safety prior to submission for final National Guard Bureau approval. Manages all resources, including money, allocated to the states for aviation and aviation safety, and approves all changes which may need to be made due to unforeseen problems. Provides guidance on aviation training to major and subordinate unit commanders to maximize the integration of aircrew training with the Army Training and Evaluation Program and Combined Arms Training. Reviews, verifies prerequisites and approves all NGB Form 64 applications for AVN Training at TRADOC or AATS Courses of Instruction. Ensures usage of AFTPs are within the resources allocated to the state. Reviews and implements the Aircrew Information Report (AIR) and certifies that the date within the AIR is accurate.
Manages the state ARNG Safety Program, which includes Ground Safety, Occupational Health and Industrial Hygiene programs. Exercises leadership and responsibility for planning, directing, coordinating, administering and implementing a broad and intensive Safety Programs give safety management knowledge to handle complex sensitive and diversified situations. Direct responsibility includes, but is not limited to personnel management, facilities planning, resource programming, policy development and implementation, of an overall safety program and the support for the accomplishment of the state mission. Ensures effective program implementation within a broad framework of Congressional legislation, executive orders, Public Laws, DODIs, Army and National Guard regulations and policies. Directs the effort of subordinates engaged in safety program management, special studies and advisory services. Acts as the principal safety advisor to the Adjutant General for the accident prevention programs in combat, combat support and combat services support activities with the state. Ensures implementation of public law mandated programs impacting a significant number of civilian and military employees working at various levels and functions with the state. Plans, develops and executes budgetary requirements in support of the Safety program. Determines program goals and priorities and coordinates joint activities with other agencies.
Provides technical management and supervisory direction over technicians and aviation facilities dispersed throughout the state. Delegates authority to subordinate supervisors (AASF Commanders). Through subordinate supervisors, directs a sizeable General Schedule and Wage Grade work force (typically 80 or more employees). Discusses and reviews personnel management practices to ensure effective treatment and proper motivation of the work force. Evaluates work performance of supervisors and reviews evaluations made by supervisors. Actively participates in the selection of supervisory personnel. Reviews and resolves serious disciplinary cases (i.e., those proposing suspensions and removals).

Requirements
- NATIONAL GUARD MEMBERSHIP IS REQUIRED
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.

General Experience: Must possess the appropriate pilot certificates and/or appropriate military ratings necessary for this position.
Specialized Experience: Candidate must have 36 months specialized experience that provided the knowledge, skills, and abilities related to the work of the position to be filled OR 30 months specialized experience that provided the knowledge, skills and abilities (KSAs) related to the work of the position to be filled.
Flying Hours: Candidate must have at least 750 hours total military time; at least 250 hours in the UH-60 aircraft; and at least 50 hours Pilot-in-Command (PC) (all must be documented on your DA Form 759).
Graduate of the US Army Aviation Center Instructor Pilot Course - or will complete the course within 12 months of accepting the position - in at least one of the mission, type and design aircraft supported by the Army Aviation Support Facility.
