This position is located within the Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program at the VA Medical Center in White River Junction, Vermont, serving as a Mobility Manager and managing all VTS and BT Program activities, including patient transport, special mode travel, mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.
Duties

Manages the VTS and BT Program ensuring safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments;
Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes;
Plans, develops, evaluates, markets and directs key administrative activities in multiple programs related to transportation systems;
Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures;
Identifies resources (staffing, funding, equipment, facilities) required to support varied level of program operations;
Manages transportation budget to include analyzing organizational budgets, and providing advice and recommendations to management;
Serves as Contracting Officer Representative for all transportation contracts, including common carrier, special mode, ambulance, and air ambulance;
Provides consistent and effective outreach to community transit authorities;
Coordinates the preparation and submission of a variety of recurring and nonrecurring reports to include performance improvement reports, management briefings, and summary reports;
Ensures performance measures and standards issued by various accrediting, regulatory, and higher agency authorities;
Performs the full range of supervisory responsibilities to include establishing guidelines and performance expectations for staff; observing and evaluating employees' performance; providing advice, counsel, and instruction to employees on both work and administrative matters; hearing and resolving minor complaints and grievances; reviewing, approving/disapproving leave requests; adjusting work procedures among staff according to workload, etc.;
Ensures all transportation staff obtains and maintains appropriate licenses, certifications and training appropriate for each position;
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm

Qualifications
To qualify for this position all applicants must meet one of the following:
Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given the applicant the particular knowledge, skills and abilities required to successfully perform the duties of this position and that is typically in or related to the work of this position to be filled. Specialized experience includes: experience that demonstrated a knowledge of the transportation function(s) and managing a transportation program within a facility; managing program activities such as patient transport, claims, and common carrier transportation; planning and directing administrative activities within a transportation system; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program (such as reviewing client data relative to no-show rates, cancellation rates, wait times, appointment delays, beneficiary travel expenditures, etc.); and providing leadership, instruction, and/or counsel to employees. Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to this Supervisory Mobility Transportation Specialist - Mobility Manager position. Education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and must have been obtained at an accredited college or university. Combination: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to this Supervisory Mobility Transportation Specialist - Mobility Manager position. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis. Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center.
