Serves as a Chief Biomedical Engineer in the Biomedical Engineering Section of Engineering Service. The section is responsible for the Biomedical Engineering Program at the Nebraska-Western Iowa VA Health Care System. The NWI VAHCS over a 60 bed consolidated care hospital that provides primary, secondary and tertiary services through its primary facility in Omaha, and Community Based Outpatient Clinics (CBOCs) in Lincoln, Grand Island, Norfolk, Holdrege,Bellevue, and Shenandoah.
Duties
The Supervisory Biomedical Engineer provides the VAMC with professional biomedical engineering management and support by performing the following duties:
Serves as a technical advisor on the medical center's Equipment Committee. As part of a technical team, helps anticipate the development and future clinical use of diagnostic, therapeutic, analytic and imaging systems not yet on the market.
Must possess professional knowledge of biomedical engineering principles, procedures, standards, equipment, techniques and methods. The incumbent will develop the knowledge and gain experience through being associated with or working for a significant period of time in any one or combination of trades associated with biomedical equipment, to be able to determine material and equipment requirements, work sequences, etc.
Serves as part of a team within Engineering service responsible for the overall program of medical equipment management, including planning, selection, consultation, installation, application, and troubleshooting and repair of medical equipment and systems.
Responsible for chairing the Medical Equipment Management Committee; Joint Commission preparation; liaison with Maintenance & Repair; and Continuous Readiness.
Participates in the Patient Safety Committee. The incumbent presents information to the Committee, serves as a technical expert, and prepares risk analyses for implementing solutions to patient safety issues.
Assists in the coordination of purchase, planning, construction, installation, and in-service training stages of major biomedical instrumentation projects, such as Cardiac Catheterization Laboratories, Radiology suites, and Operative Care suites.
Functions as a project engineer for remodeling projects when assigned. The incumbent serves as a Project Engineer and a Contracting Officer's Representative (COR) for construction and design projects as assigned.
Creates and projects a budget for the biomedical section comprising a significant fraction of the facility's distribution.
Supervises the Biomedical Equipment Support Specialists, staff Biomedical Engineers, Biomedical Engineer Trainees, and Coop and work study students.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023.
Basic Requirements:
(a) United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
(b) Education and/or Experience. The individual must meet either item (1) or (2) below to meet this requirement:
Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR,
Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b.(1) above. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Creditable Professional Engineering Experience. To be creditable, experience must have been accomplished after receipt of the bachelor's degree, and/or CCE certification, and requires the possession and use of knowledge, skills, and abilities associated within the scope of the biomedical engineering profession. Additionally, the experience must have been attained in a healthcare setting for Biomedical Engineer (Clinical) positions and be directly applicable to the assignment.
Supervisory Biomedical Engineer (Clinical), GS-14 Grade Requirements:
(a) Experience. Completion of at least one year of experience equivalent to the next lower (GS-13) level. Examples of equivalent experience include: professional and administrative management of a facility biomedical engineering program; supervision of technical staff, including lower level engineers, biomedical engineering technicians, and other staff; development of performance standards and performance evaluations; recommendations for appointments, awards, advancements, and when appropriate, disciplinary actions; financial management of budget resources allocated to support quality assurance and maintenance activities necessary to assure the facility's medical equipment is available for patient care activities; and ensuring compliance and reporting of medical device cyber security and isolation for facilities under their management oversight.
In order to receive credit for GS-13 level experience, the candidate must also demonstrate that he or she fully meets the knowledge, skills, and abilities (KSAs) at the GS-13 level as described in the VA qualification standard:
Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level.
Ability to draft and/or recommend local policies and/or directives related to healthcare technology management.
Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations
(b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the biomedical engineer (clinical) must demonstrate all of the following GS-14 level KSAs:
Ability to manage overall department resources, i.e., finance, space, equipment, supplies, and staffing at a highly complex medical center or at the VISN level.
Ability to develop local or VISN policies and/or draft directives related to healthcare technology management.
Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing organizational problems, and developing and implementing effective solutions.
Ability to analyze complex organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
Skill in interpersonal relationships leading and dealing with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.

Preferred Experience: Five (5) years of experience as a Biomedical Engineer or Biomedical Equipment Support Specialist in a healthcare setting.

Physical Requirements: Work is primarily sedentary, although there are some periods of walking, standing, and carrying of light items. Occasional use of ladders to access equipment, walking on roofs, and may be awkward locations and positions. Driving and/or traveling by motor vehicle is required for occasional travel to CBOCs, conferences, or equipment trade shows.
