The primary purpose of this position is to serve as a Senior Data Scientist, performing the collection, duplication, analysis, modification, and visualization of structured geospatial intelligence (GEOINT) data. *** Salary ranges includes local market supplements ***

Duties

- Performs a broad range of GEOINT Data Science analysis through innovative use of techniques, coding, advanced approaches, AI/ML development and/or new technologies. - Utilizes scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the ability to support assigned projects, studies, or problems. - Serves as expert analyst responsible for developing and maintaining a thorough knowledge of and interaction with all relevant NASIC, Air Force, and IC mission partners. -Analyst is responsible for the continuous evaluation, update, and recommendation of improvements on flight training and production processes.

  • Work is primarily sedentary in an office environment. Prolonged periods of sitting, reading, and intense data analysis are typical.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of data science principles, techniques and tools to include data-driven algorithms, qualitative and quantitative statistical methods, data analytics, data modeling and simulation, data visualization, IT systems, and emerging technologies to include artificial intelligence and machine learning, and agile software development and program/project management; knowledge of methods, techniques, and processes supporting the digitization, integration and optimization of processes, system components, infrastructure requirements, user experience design features, and test and evaluation methods sufficient to design, test, debug and maintain complex and unprecedented programs and to provide technical guidance to other specialists performing similar activities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of data science principles, techniques and tools to include data-driven algorithms, qualitative and quantitative statistical methods, data analytics, data modeling and simulation, data visualization, IT systems, and emerging technologies to include artificial intelligence and machine learning, and agile software development and program/project management. 2. Knowledge of methods, techniques, and processes supporting the digitization, integration and optimization of processes, system components, infrastructure requirements, user experience design features, and test and evaluation methods sufficient to design, test, debug and maintain complex and unprecedented programs and to provide technical guidance to other specialists performing similar activities. 3. Knowledge of agency, AF, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). 4. Knowledge of security procedures to maintain control of classified material. 5. Skill in applying analytical and evaluation techniques to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems; skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology. 6. Ability to communicate effectively both orally and in writing, or order to product highly technical reports, position papers, and briefings, resolve conflicts based on mature judgment and experience, effectively negotiate complex issues, and maintain good working relationships. CONDITIONS OF EMPLOYMENT CONTINUED: This position is covered by the DCIPS, and as such will subject the incumbent to those examinations and or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Prolonged periods of sitting, reading and intense data analysis are typical. This work is mostly sedentary performed in an office setting. Undergraduate or Graduate degree in data science, computer science, information science, information systems or a related scientific field is desirable or at least ten years' experience in the IT field sufficient enough to have the disciplines needed to provide both technical and administrative recommendations is highly desired. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
