The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.

Duties

Lead the planning, preparation, justification, administration, analysis, forecasting, and monitoring of budget/financial information to ensure cost-effective support for the P&C Directorate; oversee budget/financial data analysis and the assessment of financial conditions by applying financial principles, policies, methods, techniques, and systems. Lead the collection, research, and analysis of comprehensive and substantive financial information that includes budget, accounting, and financial reporting information to develop budget testimony, briefings, and talking points for senior DNI leadership and develop guidance on the preparation of resource requests and realignments or reprogramming to the DNI and Congress. May involve supporting major re-allocation of staffing, funds, or other resources. Lead the development of complex financial analyses and provide expert advice and recommendations to senior P&C leadership customers in the context of their operations and requirements. Direct the development and implementation of controls and policies to provide guidance to management officials, and coordinate internal and external initiatives to ensure alignment of funding resources with key intelligence priorities. Oversee and manage the review, editing, coordination and production processes for budget justification materials to ensure timely delivery to Congress, and monitor and summarize P&C Congressional budget actions and provide substantive input for appeals to Congressional budget markups. Review and provide substantive input to P&C Congressional budget testimony, responses to Congressional queries, Questions for the Record, Congressionally Directed Actions, and letters, memoranda and reports regarding program, budget and execution issues. Manage and provide leadership, direction, and guidance for the development and implementation of a resource allocation and management system IAW the Directorate's mission, goals and objectives. Provide leadership and strategic guidance on the formulation of fiscal year budget builds, Intelligence Program Budget Submission, Director's Decision Documents, Congressional Budget Justification Book, and any other resource exercises. Provide expert advice and support in contract management, contract officer technical representative's responsibilities to provide direction and oversight of PC contract activities. Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture.

Mandatory Requirements Expert knowledge of the principles, concepts, laws, and regulations of financial administration, budgeting, accounting, or auditing sufficient to generate new concepts and methodologies or to theorize, plan, and direct entire financial, budgeting, accounting, or auditing systems for broad, emerging, or similarly critical large-scale ODNI-wide programs of national or international scope where no precedents exist. Expert ability to plan, prepare, justify, administer, analyze, forecast, and monitor budget/financial information to ensure cost-effective support of organizations and programs, including conducting budget/financial data analysis and assessing financial conditions by applying financial principles, policies, methods, techniques, and systems. Superior ability to serve as expert and consultant to top agency management officials and customers, in context of operation requirements bases on financial analysis and recommends possible courses of action. Problems are frequently stubborn due to such matters as conflicting funding priorities, economic interests, public interests, constitutional protections, or equivalent concerns. Superior ability to conduct accounting, and financial reporting information; expert knowledge of financial principles, policies, methods, techniques, and systems.
