Duties
This position is located in the office of the Area Manager, South-Central California Area Office (SCCAO). The incumbent serves as the Deputy Area Manager responsible for sharing the planning, coordinating, managing and directing of program activities for the SCCAO. The SCCAO area of operations encompasses the San Francisco Bay-Delta, Central California, and the south coast area including Santa Barbara and Ventura Counties. Total population served is approximately 6 million people. SCCAO administers contracts covering approximately 25% of total BOR-wide irrigated land (2.5 million acres) and municipal and industrial water supply for several urban areas, supporting several major economies, predominantly agriculture but also including industry and recreation. The three highest agricultural revenue producing counties in the United States are within the SCCAO area of operations.
Major Duties:
Provide management oversight of designated Area Office programs and priorities as assigned by the Area Manager.
Plan and integrate major Safety of Dams (SOD) or Area Office construction projects with ongoing water and power operations, recreation program administration, and safety and security.
Oversee the preparation of documents in compliance with the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), and other environmental requirements.
Supports and provides guidance on water project operations .
Oversee the management of the Area Office's business operations to include budget, IT, purchasing, supply, warehousing, and general administrative services.
Provide technical and administrative advice and guidance to staff. Assigns work in terms of macro-program objectives; discusses work in progress and reviews work for effectiveness in accomplishment of program goals.
Serve as a key advisor to and representative for the Area Manager. Represents Reclamation in dealings with various private and public interests.
Qualifications

To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated experience in program management within a Bureau or equivalent Office, such as providing supervision and oversight of program(s) that entail the mission, functions, projects, activities, laws, rules and regulations for which the Bureau/Office is authorized to administer and enforce..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
