This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Supervisory Licensed Professional Mental Health Counselor (SLPMHC) is responsible for completing the following duties/responsibilities:
a. The SLPMHC will conduct and supervise psychosocial assessments to determine needs of Veterans and family members.
b. The SLPMHC is an active participant in the treatment planning process with other disciplines.
c. The SLPMHC will participate in and supervise discharge planning with other disciplines and will be responsible for ensuring that discharge plans are executed in a manner that is timely and appropriate.
d. The SLPMHC will provide and supervise individual, family and group counseling as appropriate.
e. The SLPMHC will provide consultation/education to Veterans and families on community resources, advance directives, and VA benefits.
f. The SLPMHC will act as a consultant to other team/staff members.
g. The SLPMHC will act as liaison between VA and community resources, to include marketing and public relation duties as needed.
h. The SLPMHC will provide and supervise case management to Veterans and families, as needed, throughout the continuum of care.
i. The SLPMHC will provide and supervise a full range of services within commonly accepted standards of practice which includes case work, individual, family and group counseling, discharge planning, case management and other services as appropriate.
j. The SLPMHC will address Advance Directives in accordance with the standards of their work area.
k. The SLPMHC will provide and supervise wellness/prevention education and facilitate patient/family support groups as appropriate.
l. The SLPMHC will supervise the practice of all subordinates, students, interns, and case managers assigned to the HCHV program.
m. The SLPMHC will coordinate treatment and communicate with the care lines to facilitate continuity of care for Veterans.
n. The SLPMHC will participate in committee assignments, as deemed necessary by the service manager.
o. The SLPMHC will maintain data and statistical compilations to comply with Joint Commission, CARF, VA and medical center policy and procedures.
p. The SLPMHC will assist patients and their significant others with coping and dealing with the loss and grief experiences in disability, terminal illness and death.
q. The SLPMHC will provide and supervise documentation of professional practice interventions and activities in patients' clinical records utilizing the EHR and will ensure appropriate hand off when transferring of patient care.
r. The SLPMHC will maintain familiarity and responsibility for all performance measures relating to the HCHV Program.

Qualifications

Basic Requirements:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).
English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.
Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; OR a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Supervisory Licensed Professional Mental Health Counselor, GS-12
Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills, judgment, and competency.
Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below:
1. Ability to administratively supervise other providers and conduct meetings.
2. Ability to maintain a professional environment by following organizational policies, guidelines and safety standards.
3. Ability to establish and clearly communicate guidelines and performance expectations for staff.
Preferred Experience: Supervisory experience. Experience with Homeless Veterans.

The full performance level of this vacancy is GS-12.
Physical Requirements: Light lifting (under 15 lbs.), use of fingers, ability to see computer screen, hearing (aid may be permitted). Environmental factors include working outside and inside, working closely with others, and working alone.
