This position is with the Chugach National Forest and is located in Moose Pass, Alaska. Incumbent performs natural resource work in resource programs such as fisheries, wildlife or subsistence. Duties

Coordinates surveys, performs monitoring, compiles and analyzes biological data and prepares reports using statistical inference where applicable. Balances competing public and private goals for development and natural resource preservation. Recommends new or revised policies and procedures as appropriate. Provides input for and uses natural resources data and information generated by the Geographic Information System (GIS) to help develop and present both long and short range planning documents, and to prepare reports on study findings. Assists in planning, administering, and evaluating various natural resources and environmental protection programs to ensure proper consideration is given to resource conservation and protection measures. Assists in developing and maintaining partnerships with governmental, non-governmental, non-profit, tribal government, media, academic, and other organizations to support natural resource management priorities. Leads collaborative meetings with internal/external partners involving integration of complex viewpoints and perspectives to meet mutual natural resource management goals and objectives. Represents leadership at meetings with other government organizations and/or private interest groups to collaborate, share information, and/or facilitate the resolution of natural resource issues and concerns.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Basic Requirement: GS-0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-07: You must have one year specialized experience equivalent to the GS-05 in the Federal service, defined as one or more of the following: - Assisted with the planning and construction for fisheries, wildlife or subsistence habitat restoration or enhancement projects; - Assisted with developing areas for additional recreation use; - Gathered and analyzed information for geographic information systems (GIS); OR - Assisted in portions of projects which included collecting field data on fisheries, wildlife, or subsistence resources for preparation of management or project plans. OR Superior Academic Achievement (SAA) with a bachelor's degree in a field that is qualifying for this position. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. OR Successfully completed at least one year (18 semester hours) of graduate level education in a natural resources program of study. The education must have been obtained in an accredited college or university. OR A combination of graduate level education and specialized experience as described above that together meets the qualification requirements for this position. For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service, defined as one or more of the following: Performed specific portions or minor phases of assignments in support of senior natural resource specialists; Collected resource data and conducted sampling for studies, reporting data observations and providing recommendations to supervisor; Researched existing policies and regulations to provide technical assistance relative to policy on natural resource management; OR Provided input and used natural resources data generated by Geographic Information Systems (GIS) to prepare reports. OR Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in a natural resources program of study. The education must have been obtained in an accredited college or university. OR An appropriate combination of specialized experience and education (only graduate education excess of 18 semester hours to qualify applicants for this grade level, in a natural resource program of study). The education must have been obtained in an accredited college or university as described above that together meets the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
