Purpose: To deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC. Services include financial mgt advisory service, financial services, budget operations, cost analysis, and resource management systems.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
Provides expert technical and functional support for the development and coordination of functional requirements for financial systems.
Ensures development of program documentation and plans for the execution of assigned program within approved funding and baselines.
Directs, conducts and/or oversees development and coordination of functional requirements for data automation applications.
Prepares and/or oversees the preparation of material for briefings to groups of Air Force, DFAS and DOD experts.

In this position you will serve as a Functional Lead and Deputy Capability Delivery Manager for the General Accounting and Finance System (GAFS) Central Development Activity (CDA) at Gunter Annex, Maxwell AFB, AL. As a functional analyst, your main responsibilities include translating software requirements specifications to account for Air Force Appropriated fund authorizations, commitments, obligations, and expenditures.
Complies with applicable DoD and FMS Financial Regulations and guidelines to include the Prompt Payment Act (PPA). Supports Financial Improvement and Audit Readiness (FIAR) guidelines and Federal Information System Controls Audit Manual (FISCAM) system controls. Supports documentation to include Capability Design Document (CDD) or equivalent, applicable GAFS user manuals, continuity folders, software defect evaluations and responding to all audits. GAFS is the backbone of the Air Force financial management System by maintaining official financial accounting records on all base level activities. This is a Supervisory position.

Basic Requirements
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSA'S):
1. Knowledge of the laws and regulations governing accounting procedures.
2. Knowledge of current accounting systems software and associated hardware to formulate operational strategies for information systems technology.
3. Knowledge of program/project management principles and their impact on accounting systems.
4. Professional knowledge of generally accepted accounting principles, standards, theory and practices of Air Force and DOD accounting and budgetary functions.
5. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments.
6. Skill in interpersonal relations.
7. Ability to apply knowledge of current automation technology/practices, plans and organize work, compile and analyze budget /accounting reports, and develop, analyze and explain financial statements.
8. Knowledge of a wide range of accounting, budget and cost methodology.
9. Ability to communicate orally and in writing.
10. Ability to select, develop, and supervise a subordinate staff.
