This position is located in the Dept. of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) that focuses on the establishment & transition of human capital services for VACO staff offices from VHA, VBA, and NCA. The primary purpose of the HR Assistant is to provide specialized administrative support to the Specialist/s assigned.
This vacancy will close at 11:59 p.m. on 12/1/23 or at 11:59 p.m. on the day in which 75 applications are received, whichever comes first.
Duties
This position may be filled in one of the following specialties: Recruitment and Placement, Classification, Employee Relations/Labor Relations, Benefits/OWCP or Quality Assurance.
Major Duties Include:
Providing specialized administrative support in support of the assigned Human Resources Specialist/s.
Assisting in preparing paperwork related to HR actions.
Providing information on HR systems, processes, and procedures.
Responding to HR questions and inquiries.
Reviewing and preparing correspondence and providing a variety of information as appropriate.
Using word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve, and print a variety of documents, produce correspondence, memoranda, directives, forms reports or to create or maintain spreadsheets or databases, etc.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-5 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Specialized experience includes: providing administrative support; utilizing office automated systems to enter, retrieve and manage data; maintaining, preparing, and assembling files and logs; reviewing documents for accuracy and completeness and reconciling errors. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school. (Transcripts required at the time of application) OR,
Combination: Applicants may also combine education and experience to qualify at this level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. (Transcripts required at the time of application).
GS-6 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Specialized experience includes: experience applying a standardized body of HR rules, procedures, and operations; responding to inquiries and answering routine questions related to human resources issues; maintaining a HR database to track information and extract data.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
