This is a Direct Hire Authority (DHA) solicitation utilizing the DHA Domestic DIB & MRTFB in DoD for to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as Army Community Service (ACS) Generalist at the installation level with professional and technical responsibility for client intake and assessment.
Duties
Provides general ACS services to the population to include information and referral, crisis intervention, needs assessments
Develops, implements and manages installation quality of life services programs, establishing goals, objectives and procedures.
Consults with on and off site community leadership officials on quality of life and related issues.
Designs and establishes marketing and public relations strategies to ensure target populationsare informed of services and activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually.
- This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Army Community Services Specialist:
A. Degree:. A Degree from an accredited university and full licensure in the field of Social Work, Counseling, or Marriage and Family Therapy. (Note: You must attach a copy of your transcripts.)
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Note: You must attach a copy of your transcripts.)
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-09 Specialized Experience: One year of specialized experience equivalent to the GS-07 level in the Federal service which includes 1) assisting clients with community or qualify of life services/activities such as family readiness, career transition, or life skills; 2) preparing briefings and/or informational materials; and 3) assisting in arranging and/or coordinating community assistance/resources for clients.
OR
Education: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Behavioral Science, Education. (Note: You must attach a copy of your transcripts.);
OR
Specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.);ORExperience as described the education described. GS- 11 Specialized Experience: One year of specialized experience which includes 1.) Analyzing trends through various data points and apply that knowledge to prevention plans and development of curriculum to prevent negative trends, 2.) Facilitating group discussions regarding all applicable laws, policies, and regulations regarding child abuse and domestic violence and the prevention of child abuse and domestic violence, and 3,) Experience conducting non-clinical psycho educational programs to both small and large groups. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Psychology, Psychiatry, Sociology, Counseling or Social Work. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
