The primary purpose of this position is to provide financial management advisory services to the commander. This is accomplished through the coordination and correlation of professional accounting, budgeting, management analysis and managerial financial reporting into an effective system of financial control as an integral part of total management.

Duties

Plans, organizes, and oversees the activities of the Financial Management Division. Exercises supervisory personnel management responsibilities. Represents the organization with a variety of installation and functional area organizations. Advises a senior management and resolves conflicts of policy and procedures to allow astute financial management to include budgetary estimates, financial operating plans budget execution, financial performance, funds propriety issues, and anti-deficiency act status/reporting, home office issues, cost analysis issues, accounting performance, indicators, and NAF oversight.

  • The duties performed are vital to the continuity of essential operations during emergency situations.
  • Incumbent must report to work at normal time and remain at duty station during the period leading up to and during the emergency situation and continue to perform mission essential duties until relieved by proper authority.
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes planning, organizing, and overseeing the activities of the Financial Management Division. Develops goals and objectives that integrate organization mission and financial objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishments, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: A broad knowledge of and ab1hty to utilize principles, methods, techniques and systems of financial management, programming and planning. Skilled in the use of current financial and accounting systems, software and associated hardware in order to formulate operational strategies; to plan and organize work, compile and analyze reports and develop, analyze and explain financial statements. Ability to interpret and explain policy, laws, regulations and procedures governing financial management and federal government policy to senior management. The ability to establish and maintain effective working relationships, not only with subordinate staff, but with the levels of key management official. Skill in communicating effectively both orally and in writing, clearly, concisely and with technical accuracy. Knowledge of generally accepted accounting principles and standards, theory, practices and operating concepts of accounting and budgetary functions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
