About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command located at Fort Meade, MD.

Duties

Serves as Civilian Deputy to the Commanding General (CG) and Technical Director, 7thSignal Command (Theater). Participates fully in the exercise of command authority in the executive management of all major aspects of command policy and program planning, development, execution, and evaluation. Acts as the command authority and ensures continuity during the frequent absences of the CG, who spends the majority of time on the road. Applies breadth of technical knowledge and innovation relative to research, design, applications, automation, integration, installation, test, and acceptance of diverse and complex IT systems including network operations, management, and defense. Make authoritative technical decisions impacting IT programs and budgets, architectures, and standards of Army and NETCOM programs. Provides executive-level oversight and management of technical and operational program execution. Makes authoritative executive-level decisions andcommitments affecting the full spectrum of program goals, policies, objectives, resources, andimplementation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Position is designated as Special-Sensitive therefore the employee must be able to obtain and maintain a TOP SECRET security clearance based on an SSBI background investigation for access to Sensitive Compartmentalized Information (SCI).
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs may be warranted.
  • This position may be subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • TDY 10% of time.
  • Incumbent must successfully complete the Department of Defense Authorizing Official Training Certification test within 30 calendar days of reporting to the position.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by providing leadership in Command, Control, Communications, Computers Information Management and Information Technology (C4IM/IT) that involves implementing and supporting theater and enterprise initiatives, projects, and programs; developing policies and standard operating procedures to ensure compliance with higher level policy; ensuring development of and approving organizational work plans, short and long-range schedules, priorities, work assignments, and position structures to effectively carry out the mission; and supervising a workforce responsible for managing the delivery of Information Technology services. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
