PURPOSE OF POSITION AND ORGANIZATIONAL LOCATION: Serves as Portfolio Manager for assigned portions of the Air Force Human Resources Management (AF HRM) business systems portfolio, which are typically aligned to specific AF HRM business mission lines (i.e., Sub-Portfolios).

Duties

Aligns sub-portfolio IT system plans with business strategy and business transformation initiatives. Serves as Portfolio Manager for assigned portions of the AF Human Resources Management (HRM) IT portfolio, which are typically aligned to specific AF HRM business mission lines (i.e., Sub-Portfolios). Coordinate with organization-level portfolio managers, system program managers and Headquarters Air Force (HAF) IT compliance SMEs to ensure systems and investments comply with applicable laws, regulations and policies. In coordination with stakeholders both inside and outside the AF/A1 organization, develops and continually improves IT governance processes to ensure effective and efficient review and approval of candidate investments.

  • A break in service of more than 3 calendar days may be required for permanent federal internal and transfer employees

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) Mastery knowledge of leading edge IT principles, concepts, methods and practices relating to enterprise architectures and its relationship to Human Resource Systems; (2) Expert program/project knowledge management techniques used for tracking, measuring, and graphically depicting IT program cost, schedule and performance issues; and (3) Mastery knowledge of IT policies and plans and to assess impact of changed policy and emerging technology on the organization's current IT plans and programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of application of laws, policies, regulations, and practices related to IT capital planning and investment controls for business systems. Ability to communicate effectively with senior leaders across the DoD and Air Force functional and technical communities both orally and in writing. All oral and written communications always clear, concise, and with technical accuracy. Knowledge and experience with strategic planning methods, concepts, strategy alignment and performance management as they relate to IT service delivery. Knowledge and experience in information technology portfolio management, enterprise architecture, and implementation lifecycle of custom software systems and commercial off-the-shelf (COTS) systems. Knowledge and experience with conducting business case analysis and evaluating project proposals against financial and non-financial factors. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, DCS (Manpower, Personnel & Services) and organizations that govern, interface with, and/or influence the planning and requirements process and information management capabilities. Skill to plan, organize, and direct the functions of matrix staff in critical aspects of development, production, and system investment decision-making and to coordinate various aspects of planning and requirements such as enterprise architecture, IT portfolio management, financial management, and contracting. Knowledge of Federal regulations which apply to information technology and information services management such as the Clinger-Cohen Act; the Privacy Act; the Paperwork Reduction Act; the Federal Information Security Management Act; and Section 2222 of Title 10, United States Code. Knowledge of the Financial the Planning, Programming, Budget and Execution System. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
