Duties
Maintain a professional knowledge of the principles of biology and other physical and natural sciences (such as ecology, botany, limnology, soil science, geology, geomorphology, hydrology, chemistry, archaeology, engineering, and economics).
Interview applicants/violators and/or their agents, and coordinates with other interested Federal, state and local regulatory agencies to gather information concerning the circumstances leading to the performance of non-compliance work.
Perform permit compliance investigations of both Corps of Engineers issued Federal permits and State issued Federal permits (i.e., State Programmatic General Permits).
Evaluate off-site resources, including aerial photography/imagery, surveys, and plans to identify the location, extent, and timing of regulated work.
Execute detailed investigations, prioritizing on-going work, work that warrants special attention due to environmental and/or timing urgency, and violations having high public visibility or are contentious.
Perform surveillance of assigned regional areas, i.e., by car, fixed-wing aircraft, helicopter, boat, and evaluation of aerial imagery.
Seek resolution of noncompliance violations in accordance with the above noted laws, regulations, and policies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to possess and maintain a valid, State-issued Motor Vehicle Driver's License for the duration of employment in this position.
- Position requires up to 40% of business-related travel.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience and education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience reviewing and evaluating work to determine the nature, extent, and history of activities performed in Federally regulated areas; applying knowledge of federal and state wetland and water regulations; and working to prepare and/or review regulatory permits/applications involving structures and discharges in waters and wetlands.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Basic Education Requirement for Biologist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
