The GS 12 Clinical Coordinator/Senior Social Worker oversees the daily clinical operations of the residential programs at VA NY Harbor. The incumbent is responsible for coordinating the counselors' activities and ensuring that clinical responsibilities on behalf of Veterans are met.
Duties
Duties include but are not limited to:
The incumbent ensures that the clinical responsibilities for the unit, including disposition planning are met. They will assign residents to the clinical staff and direct the clinical staff in the execution of their duties. Directs the clinicians in the provision of quality case management and disposition planning on behalf of Veterans. Ensures that the counseling staff utilize measurement based care with Veterans and provide evidenced based individual psychotherapy.
Will participate in the daily morning report on the unit. Coordinates and conduct disposition and clinical meetings for the counseling staff. Coordinate and support the clinicians'/staff team meetings with Veterans. Will participate in meetings scheduled for Mental Health by Leadership and as required for facility operations by Upper Management.
Coordinate the group therapy programming for the residential programs. Provide direct coverage for group and will conduct the weekly Orientation group for new admissions. Will also run the weekly community meeting(s) and oversee the assignment of counselors on a rotational basis for the coverage of this meeting. Will interface with facilitators from other departments to support their participation in the group program. Will ensure that a minimum of 4 hours of group programming daily will be available for Veterans. Will ensure that groups are covered by the clinical staff on the unit and by external facilitators. Will organize the group schedule and information about the group topics. Will maintain a paper schedule and make this available to residents and staff. They will work with facilitators to ensure the availability of group therapy that is evidenced based, such as CBT for SUD and addresses conditions co-morbid with SUD (e.g PTSD, Gambling Disorder). Maintain contact with all facilitators to support their provision of group programming and to ensure the quality of the treatment offered in groups.
The Clinical Coordinator will be trained in the screening and Admissions process for the program. They will cover screening duties when the Admission's Coordinator and members of the screening team are unavailable or assistance is needed due to screening workload. They will collaborate with the multidisciplinary treatment team to support Veteran admission to the program. Provides coverage to the clinical staff and will engage in case management and direct clinical services (psychotherapy) when this coverage is warranted.
The senior social worker will possess knowledge and experience addressing substance misuse and dependance, trauma, and other mental health issues co-morbid with compulsive substance misuse. They will have knowledge and experience with evidenced based practices for the treatment of SUDS and co-morbid conditions. Possess the knowledge and experience with the application of measurement based care. They will possess knowledge about fostering safety in treatment programs, suicide prevention, overdose prevention, the prevention of harassment (sexual/bullying), and the implementation of trauma informed care.
Will orient new clinical staff to the program practices and requirements for the provision of clinical care on the unit. They will directly supervise the clinical work of social workers on staff, master's/BA level clinicians including Addiction Therapists, Peer Support Specialists on staff, and student trainees. They may provide supervision for social workers in the program. They will ensure that the clinical staff participates in required training.
Will have knowledge and experience with preparation of CARF and The Joint Commission surveys. They will actively participate in the preparation for these surveys. They will assist with the development and implementation of performance improvement projects. They will participate in the outlining and creation of SOPs to support program operations and ensure clinical compliance. They will participate in writing documents to support program operations (e.g. the Handbook, Orientation Materials etc.)
The Clinical Coordinator may participate on VA & facility committees which support Mental Health Operations and the objectives of MHRRTP for the care and treatment of Veterans. The Clinical Coordinator will participate in and support Veteran events in MHRRTP and the facility relevant to Veteran safety, overdose prevention, suicide prevention, and other VA initiatives relevant to the residential programs.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Social Worker (Program Coordinator), GS-12
Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.
(b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
(c) Ability to supervise multidisciplinary staff assigned to the program.
(d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(e) Ability to provide training, orientation, and guidance within clinical practice.
