About the Position: This position is a TERM Not to Exceed 3 years position. It is time-limited and may be extended up to a maximum of eight years with the option of conversion to permanent. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.

Duties

Serve as a functional course manager, consultant, and evaluator for Faculty and Staff developing and implementing Programs of Instruction (POI). Instruct lesson material developed by a training Command, School, University, and/or Faculty and Staff. Serve as a staff specialist providing educational guidance to design, direct, and implement faculty and staff programs to meet the educational developmental needs. Evaluate instructor performance and recommend corrective actions as needed. Utilize various techniques to facilitate and execute training and education programs.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This is a Term position scheduled to last 3 Years. A term position may be extended to a maximum of six years depending upon the needs of management.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the Education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. This position has a Basic Education Requirement that must be met. Basic Education Requirement: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:Specialized Experience: One year of specialized experience which includes 1) applying the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) to develop ADULT resident and nonresident training; 2) providing advice regarding the preparation/modification of training materials and products; AND 3) analyzing learning and performance problems of instructional and noninstructional processes and resources intended to improve learning and performance in ADULT training facilities and the workplace. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
