About the Position: Sierra Army Depot is located in Herlong CA, a rural town in Northern California. Herlong is approximately 60 miles north of Reno, NV, and 35 miles south of Susanville, CA. Employees work a 4/10 work week, Mon-Thurs, 0630-1700 hrs. Youth Facilities and daily child care available. The depot serves as an Army Expeditionary Logistical Support Center, (Mass transportation is available at minimal cost.) Surrounding area boasts a full range of outdoor sports/recreation activities.
Duties
Review Request for Personnel Actions (RPA) for completeness and obtaining additional information if necessary.
Build vacancy announcements for federal HR positions in adherence to merit promotion rules and procedures.
Determine applicant eligibility such as VRA, VEOA, Schedule A, Reinstatement, Interchange agreement, Student Employment, etc. for hiring purposes.
Prepare written responses to applicant inquiries on regulatory requirements governing the merit promotion process.
Educate managers on types of recruitment strategies in order to individualize recruitment to produce quality referral certificates.
Analyze applicant information such as transcripts, resumes, DD Form 214, SF 50, etc., to determine qualifications and appointment eligibility.
Advise managers on a variety of recruitment sources to include Veterans Recruitment Appointment (VRA), Veterans Employment Opportunity Act (VEOA), and Reinstatement in order to expand candidate pool.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

This is a telework position for a Human Resource Specialist located at Sierra Army Depot, Civilian Personnel Advisory Center.
Salary listed is for Sierra Army Depot, Herlong, CA. If placement is at a different duty location, salary will be set on the appropriate locality pay chart. Candidates who reside in the local commuting areas of Sierra Army Depot, Herlong, CA will NOT be considered for full time remote work.

In order to qualify, you must meet the education or experience requirements described below. Minimum Qualifications at the GS-07 grade level:
Specialized Experience: One year of specialized experience which includes 1) assisting with recruitments such as development of vacancy announcements and referral lists; 3) coordinating pre-employment requirements; and 3) processing personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.)

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Minimum Qualifications at the GS-09 grade level:
Specialized Experience: One year of specialized experience which includes 1) recruiting positions such as building announcements, determining qualifications, developing referrals, and coding personnel actions; and 2) researching a variety of civilian personnel regulations to resolve staffing issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Minimum Qualifications at the GS-11 grade level:
Specialized Experience: One year of specialized experience which includes 1) recruiting positions such as building announcements, determining qualifications, developing referrals, and coding personnel actions; 2) researching a variety of civilian personnel regulations to resolve moderately complex staffing issues, 3) providing guidance to the customers (i.e. hiring managers, employees, and applicants) on civilian HR rules and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
