This position is open to Bureau of Land Management (BLM) current permanent employees on a competitive appointment and employees that meet Land Management Authority.
This position is assigned to the New Mexico State Office, in the Division of Minerals located in one of the following locations:

Duties
Work with the Bureau Data Administrator (BDA) and the National Operations Center (NOC) Data Resource Services (DRS) Data Integration Services (DIS) Branch to help develop and implement national data administration and management policy and procedures for the effective use of the Bureau's corporate data.
Interpret policy from the national Bureau level or other higher level organizations (Office of Management and Budget (OMB), Department of the Interior, Federal Geospatial Data Committee (FGDC).
Provide needed policy and procedures in areas not covered by higher level policies.
Promote the use of data management and administrative policies and procedures through training and the dissemination of materials to BLM state personnel.
Serve as the technical authority for data management policy and formulation to provide statewide leadership on data administration and management to the SLT. This includes strategic planning, development, guidance, implementation and training for the statewide data administration program.
Coordinate with the records administrator in the development of cross-cutting policy and procedures related to data.

- The Santa Fe location is a bargaining unit position represented by the National Treasury Employees Union Chapter 340.
- The duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Qualifications
In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience.
Specialized Experience GS-12: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing at least 4 of the following duties: (1) working with spatial and non-spatial data development; (2) assisting with the modernizing of records by transitioning paper records to electronic records; (3) experience with data modeling, database design, or relational database development; (4) studying, analyzing, and/or developing methods to improve the accuracy, adequacy, timeliness, and sharing of information; and (5) base knowledge of cloud-based data management.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education
There is no substitution of education for experience at the GS-12 grade level of this announcement.
