You will serve as a CONTRACTING OFFICER REPRESENTATIVE (HUSBANDING) in the DIRECTOR, MARITIME HEADQUARTERS, FLT ORDNANCE & SUPPLY DIV of COMMANDER US FLEET FORCES COMMAND.
Duties
You will receive, review and approve or disapprove all LOGREQs submitted for port visits in the 2nd Fleet AO; list the responsibilities in a logical order; and avoid using federal or military jargon.
You will perform as a subject matter expert ensuring that HSP contracts are adequate to meet the demand for designated logistics requirements of Naval Operational Forces.
You will monitor, analyze, and record HSP performance against contractual obligations and best business practices in providing logistics requirements.
You will provide both direct and indirect day-to-day support to the Fleet afloat unit and Navy Operations associated with port visits as required throughout the Command.
You will maintain accurate filing records, documenting all pertinent procurement and evaluation information of HSP services and report results to the Contracting Officer.
You will serve as the assistant HSP Program Manager on multiple contracts taking independent action to ensure that all of the husbanding service contracts adequately meet appropriate requirements.
You will perform other duties as assigned.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift as applicable.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience evaluating proposals for and participating in negotiations for changes, modifications and claims as requested by the Contracting Officer.
Experience providing technical advice, recommendations, and clarification for the Performance Work Statement (PWS) requirements as needed to the Contracting Officer.
Experience monitoring and tracking the frequency of afloat unit's and Naval Operational Forces procurement.
Experience performing day to day diverse logistics operational and planning tasks for units being tracked.
Experience completing assigned tasks under time constraints exercising ingenuity, critical thinking, self-direction and swift action.
