These positions are Prosthetic & Sensory Aids Service within the Prosthetic Service Line. All incumbents have an action outpatient treatment program and inventory responsibility to include but are not limited various Prosthetic and sensory aids. They work directly with the Veteran, his/her family, surgeon or clinical provider to procure all outpatient medical requirements.

Duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Major Duties: Contacts with internal VA personnel are to clarify cost centers and eligibility for the procurement of equipment or services from private and government suppliers. Ensure procurement guidelines and regulations are met when processing purchase orders. Examines clinical health records and DHCP \VISTA eligibility to determine legal eligibility and medical entitlement for prosthetic items and services based on adopted criteria and advises veteran of the same. Receive and analyze requests for items, services, and durable medical equipment accurately. Evaluate prices or costs for requirements with inadequate price history or evaluate allowable charges for requirements involving special cost features. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify for a GS-05 position based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience. Examples of specialized experience would typically include, but are not limited to: Applying common business practices to make purchases involving commercial requirements; Assisting in data collection used in preparing and submitting numerous reports; AND Understanding of medical terminology, physical and sensory disabilities, basic anatomy and kinesiology to interpret physicians and therapists instructions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 4 years above high school. You may qualify for a GS-06 position based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying a broad knowledge of a body of purchasing regulations, methods, procedures, and business practices to make purchasing involving specialized requirements and/or commercial requirements that have unstable price or product characteristics, hard to locate sources, many critical characteristics or similar complicating factors; Interpreting oral and written instructions from physicians and therapists to determine the appropriate prosthetic devise for purchase; AND Submitting numerous reports of budgeting control point maintenance using skills in accounting procedures, including basic math sills necessary to maintain accurate funding, billing and sub-account balances. You may qualify for a GS-07 position based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying knowledge of prosthetic regulations and policies to administer appropriate benefits to Veterans; Collecting data to determine process reasonableness for new items, prepare detailed written solicitations, tailoring special terms and conditions or other matters of similar complexity to monitor purchasing methods; AND Processing complex specialized purchases requiring in-depth market research, collaboration with clinical providers, manufactures and validation of quote to medical prescriptions and involve multiple detailed line items. You will be rated on the following Competencies for this position: Contracting/Procurement Medical Information Communications Organizational Stewardship Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
