Duties
The purpose of the position is to serve as a Program Manager over a critical program segment for which both the scope and effect of the work have CBP-wide or program office-wide impact. This position starts at a salary of $132,368.00 (GS-14, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075.00 (GS-14 Step 10).
Typical work assignments include:
Planning and managing Analytical Service Branch program operations within the Office of Trade (OT) Operations Directorate including supervising staff performance; managing branch unit budget training procurement and related administrative functions.
Managing the production and dissemination of trade statistics, develops cyclical and ad-hoc trade data reports including but not limited to trend and economic impact analysis for the purpose of informing trade facilitation and enforcement decision-making and planning.
Representing Office of Trade in CBP data governance bodies collaborate with CBP Statistical Officials on statistical methodology to ensure the use of techniques that provide optimal levels of data quality and provide input to the Learning Agenda in support of the Evidence Act.
Providing trade data quality assurance to ensure accuracy relevancy and integrity of trade data and expertise in data analyses strategies that will drive agency performance and informed decision-making
Managing analytical initiatives including developing research proposals and feedback programs; designing analytical products using software/visualization tools to better inform and support Office of Trade and CBP decision-making processes.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Providing technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project.
Utilizing various analytical methodology including, but not limited to, a wide range of statistical methods and tools, mathematical techniques, and process mapping.
Working with senior leadership as a change agent in assuring, directing, and performing the steps necessary to create business cases within established budgets and timeframes.
Managing the development, assignment, and higher-level clearance of goals and objectives of subordinate organizational units or lower organizational levels.
Leading complex projects, often cutting across organizational/activity lines.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/01/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
