The Chief Operating Officer serves as a key member of the Veterans Health Administration's (VHA) Executive Leadership team and is the principal advisor to the Under Secretary for Health, Deputy Under Secretary for Health and other key officials within Department of Veterans Affairs on all matters pertaining to VHA field operations.

Duties

NOTE: This is a not a REMOTE position 4-Year 7306 appointment with potential for re-appointment (not guaranteed). THIS IS A MULTIDISCIPLINARY POSITION AND CAN BE FILLED WITH ONE OF THE FOLLOWING OCCUPATIONS : PHYSICIAN/DENTIST: SR-602/680 $145,000 - $310,000 HEALTH SCIENCE OFFICER: SR-601 $141,022 - $212,100 NOTE: For Physician - Applicant's education and length of practice (experience) will be considered by a Compensation Panel in determining the salary of the applicant selected. Exceptions to the salary cap must be approved. This is a Pay Band 1 position with a salary cap of $212,100 (Health Science Officer only). Exceptions to the salary cap must be approved. Work Schedule: Monday - Friday, 40 hours per week Recruitment/Relocation Incentives: May Be Authorized Relocation Expenses: Authorized The Department of Veterans Affairs offers Permanent Change of Station (PCS) relocation services, Permanent Change of Station is the relocation of a household due to government convenience in connection with a transfer between duty station or facilities. The Chief Operating Officer is organizationally aligned to the VHA Office of Operations. The responsibilities include, but not limited to: Manages and coordinates the collective efforts of a multi-disciplined, geographically dispersed station in the organization, planning, direction, integration, and execution of all aspects of VHA healthcare management and clinical operations. Supervises 18 Veterans Integrated Services Network (VISN) Directors and four Assistant Under Secretaries of Health. Serves as the focal point for the flow of information and guidance between VHA-Central Office and the field, providing operational guidance and direction to each of the 18 VISNs. Develops directives, requirements and program authorizations to ensure VHA programs use the most effective business practices to enable successful optimization of Medical Center clinical and operational needs and solutions. Oversees, manages, and directs a wide range of operational matters dealing with VISN planning, Congressional issues, Veteran Service Organizations, the media, Veterans and families. Identifies conflicts that exist with current policy, prioritizes polices for resolution and develops action plan to resolve conflicts.

BASIC REQUIREMENTS: PHYSICIAN SR-602 Current, full, and unrestricted license to practice medicine in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The Physician must maintain a current registration to continue employment with the VA. Provide proof of this license in the application package. Residency Training: Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Approved residencies include those approved by the accrediting bodies for graduate medical education, Accreditation Council for Graduate Medical Education or American Osteopathic Association, or other residences which the Professional Standards Board determines to have provided appropriate professional training. Degree of doctor of medicine. The degree must have been obtained from one of the schools approved by the Secretary of VA for the year in which the course of study was completed. Demonstrated Leadership Ability Physical standards: Must meet the physical standards for the position. A physical examination prior to employment may be required. BASIC REQUIREMENTS: DENTIST SR-680 Current, full, and unrestricted license to practice dentistry in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The Dentist must maintain a current registration to continue employment with the VA. Provide proof of this license in the application package. Residency or Comparable Experience: Completion of an approved residency program in general practice or specialty, or comparable experience as a dentist actively involved in treating medically compromised patients. Degree of Dentistry: Degree of doctor of dental surgery or dental medicine resulting from a course of education in dentistry. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Demonstrated Leadership Ability Physical standards: Must meet the physical standards for the position. A physical examination prior to employment may be required. BASIC REQUIREMENTS: HEALTH SCIENCE OFFICER SR-601 Successful completion of a Bachelors or graduate/higher degree: major study in an academic field related to the medical field, health science, or allied sciences appropriate to the work of this position. TQ: Extensive senior management experience overseeing operational, clinical and support programs in a large healthcare organization or healthcare system while managing the collective efforts of a multi-disciplined, geographically dispersed staff.
