This position serves as the Assistant Chief Financial Officer for the Fiscal Office at the Carl Vinson VA Medical Center (CVVAMC), providing assistance, advice and consultation to the Chief Financial Officer on all matters related to budgetary and accounts management for the medical center.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Provides management with timely financial advice to make effective decisions and provide for proper program planning. Contributes financial advice considered pertinent to the discussion during all stages of planning, policy formulation and decision making. Actively participates in both short- and long-range planning activities. Establish and maintain a commercial-type double entry accounting system and a fund control system to assure that management obtains maximum benefit from financial resources without sacrificing efficiency or violating rules or regulations. Complete those activities normally identified with the professional accounting function, i.e., planning, adapting or revising accounting systems, analyzing and evaluating current and past performance, interpreting effects of transactions, and applying accounting concepts to meet the needs of management. Assure management that fiscal transactions are compatible with the requirements of the Office of Management and Budget, General Accounting Office and the Department of the Treasury and that records and statements accurately reflect a full disclosure of financial results. Perform a wide variety of administrative and analytical duties with the formulation, justification, presentation, executions and review of the budget. Review departmental budget requests and summarizes these budget requests for presentation to leadership for approval. Monitor funds and staffing ceilings and report actual obligations versus planned to leadership. Conducts an internal audit program to measure the adequacy and accuracy of operations and ensure that financial policies and procedures are being followed and are effective. Provide the necessary analyses and interpretations to maintain effectiveness, efficiency and economy Produce comprehensive analysis of program accomplishments in financial terms to assist management in planning and decision making. Qualifications

Individual Occupation requirements: This position involves professional accounting responsibilities that requires professional accounting knowledge. Applicants must meet the minimum qualification requirements for the Accounting Series, GS-510. Individual Occupational Requirements (IOR) are used in conjunction with a group coverage (generic) standard. Applicants who do not meet the individual occupational requirements are ineligible for further consideration. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (Copies of transcripts required; OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that: (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining. (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Individual Occupation Requirements above, you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop, review, and revise policies that direct the financial procedures of medical center operations; Provide advice and consultation to medical center service managers related to budget and resource management; Manage and maintain budgetary operations at the medical center level; Plan, organize and direct an integrated finance and accounting system; Assist facility management and service managers in the development, implementation, and maintenance of service budgets; Utilize financial management experience to assess the financial condition of the medical center and its services; Knowledge and experience in the use of automated financial systems used by the medical center. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
