This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Response and Restoration (ORR) with one vacancy located in Silver Spring, MD.
Duties
As a Supervisory Program Manager, you will perform the following duties:
- Act as Deputy Program Director to direct the execution of the day-to-day operations of the Office of Response and Restoration (ORR), developing and implementing principles, concepts, and policies to achieve administrative and programmatic objectives. Provide direction and oversight of financial
operations, and oversee the planning, direction, and timely execution of programs, long and short-term program planning, as well as strategic planning
for future operations. Manage development of programmatic and operational changes in response to appropriations or other legislated changes.
- Advise and collaborate with National Ocean Service (NOS) and National Oceanic and Atmospheric Administration (NOAA) leadership in all aspects of
relevant organizational needs and program objectives (i.e. programmatic, personnel, financial, and other administrative activities). Brief NOS Executive
Management on the status of significant management activities relevant to program operations and planning.
- Has full supervisory authority to oversee and manage the day-to-day work performed by staff. Guide and direct all staff in matters involving personnel, policy, and administrative determinations in order to maximize programmatic and operational effectiveness. Oversee workforce planning, human capital development, and human resource hiring, promoting diversity and inclusion at all organizational levels.
- Serve as the Information Technology (IT) System Owner and provide oversight for the organization's IT System management, and ensure consistency with Department of Commerce enterprise architecture and security policy. Oversee the IT Authorization and Accreditation (A&A) process and the resolution of associated Plan of Action and Milestones (POAMs).

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-5 or GS-15 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
- Developing organizational strategies for short and long-range planning objectives, program reviews, or associated management information reporting
mechanisms;
- Managing financial planning and execution activities; and
- Overseeing subordinate staff in areas such as assigning work, setting priorities, providing feedback on work assignments, providing feedback regarding overall employee performance, etc.
