About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York, a historically unique and geographically beautiful area, offering bountiful outdoor recreational opportunities from hunting and fishing to winter sports of all types. Fort Drum is approximately 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.

Duties

Process Remedy tickets for pay problems such as for retirement, settlement inquiry, special pay, leave data, tax inquiry, W2-reissues, accounting vouchers, debt audit, pay audit, Life Insurance deductions, and check/direct deposit not received. Manage the day-to-day operations of the Defense Travel System (DTS) by maintaining travelers' profiles and organizational data, routing lists, reporting budgetary and document flow procedures. Conduct special studies and work on projects which address pay problems encountered across functional management lines for the elimination or reduction of similar payroll problems in the future. Run reports and inquiries through the Defense Finance and Accounting Service (DFAS) automated system to identify and resolve employee indebtedness issues. Serve as the Defense Travel Administrator (DTA) for the automated travel management system by providing individual and group automated travel management system customer support and training for the Garrison. Review, verify, and process a variety of payroll and time and attendance data impacting pay, electronic funds transfer (EFT) payroll deposits, leave, taxes, benefits, other deductions, and master payroll record information. Access and review travel authorizations and vouchers for accuracy and compliance with the Joint Travel Regulation (JTR). Review and interpret a wide range of payroll laws, policies, regulations, directives, Payroll Office Advisory Releases regarding the payroll application system.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • For the GS-09 grade level, this is a Financial Management Level 2 Certified position. The incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • For the GS-07 and GS-08 grade levels, this is a Financial Management Level 1 Certified position. The incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this program.

To qualify at the GS-07 grade level: Specialized Experience: One year of specialized experience which includes 1) researching pay or financial laws, policies, regulations and directives; 2) inputting data into a computerized payroll system; 3) explaining payroll policies and system utilization to customers or internal staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. To qualify at the GS-08 grade level: Specialized Experience: One year of specialized experience which includes 1) reviewing a wide range of payroll regulations, directives and policies to provide general assistance to personnel; 2) extracting data from automated payroll and travel systems to compile reports; 3) updating data such as personnel and payroll information in various automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. To qualify at the GS-09 grade level: Specialized Experience: One year of specialized experience which includes 1) evaluating and applying pay administration guidelines related to time and leave entitlements; 2) detecting or correcting pay and travel errors and resolving identified problems; 3) providing training or support to others responsible for travel and payroll type work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
