Duties

You will be serving the the USMC Manpower Information Technology System Modernization (MITSM) Program Management Office (PMO) in Stafford, VA as a systems architect. You will provide software development leadership to the MITSM engineering team on the system software design and technical analysis. You will responsible for execution of the system software architectural plans, data architectures, and technical oversight/direction/implementation of the modernization of the USMC HR programs within the MITSM portfolio. You will utilizes software architecture and design best practices to support rapid software development strategies such as Agile, DEVSECOPS, and Information Warfare Research Project (IWRP) prototypes. You will Apply disciplined software engineering approaches to the development and acquisition of software solutions; including configuration management and application security.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 621 Intermed level within 12 months of appointment..
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Software development methodologies, designing the modern digital engineering and software solution/service technologies, hardware and software engineering processes, and evaluating software architecture models. Your resume must demonstrate one year of Information Technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Analyze cost, schedule, and manpower requirements to provide solutions to meet customer needs, and development of formal project planning documentation to secure and execute tasking. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Lead and mentor other government and contractor personnel through all phases of the systems engineering project life cycle. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Conduct scheduling and progress meetings, design reviews, installations, and life cycle management planning. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Ensure all proposed solutions are traceable to functional and operational requirements, and that all functional and operational requirements are met through the design specification.
