The Budget Analyst is responsible for the budgetary program within Research Services at the Tibor Rubin VA Medical Center in Long Beach, CA.
Duties
Major Duties include:
Reviews and analyzes the overall unit and individual sub-unit budgets to ensure that the preparation and the use of the funds are in accordance with allocations, policies, procedures, laws, and required formats.
Carries out budget-related tasks for internal Medical Center operating programs to accomplish the formulation, presentation, and execution of the Facility's budget.
Provides financial planning advice, including evaluating project needs. Establishes and maintains a current and financial control record of all funding allocations and authorizations received and those disbursed.
Analyzes and summarizes financial reports. Identifies and evaluates trends and potential problems.
Performs budget formulation duties involved in the process of preparing detailed forecasts, analyses and estimates of annual funding needs for one or more future budget years.
Reviews historical financial operating data and trends to prepare and / or validate Service Line produced estimates for decision-making purposes by Medical Center Management Officials.
Reviews historical expenditure data and prepares estimates of future personal services (salaries) and non-salary budgetary requirements for a specific operating program and/or the Medical Center.
Provides training in Fiscal and Station Management and other personnel in budgetary procedures and how to interpret standard budgetary reports.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Participates in the fund distribution process and controls and reviews assigned areas at the planning, apportionment and allotment stages; Reviews actual obligations, outlays, and workload levels to highlight potential operating and financial problems; and Reviews initial budget submission to ensure that planning guidelines are followed and the estimates for the fiscal programs are in line targets. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in budgetary policies and regulations, analyzing and evaluating the effects of continuing changes in program plans and funding (e.g., cost-benefit analysis, management by objectives, probability theory, etc.); familiarity of sources, types, and methods of funding for organization and programs.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although at times may require some standing, bending, walking, carrying of light items such as paper, books, files, boxes, etc. No special physical demands are required to perform the work.
