The File Clerk - OA (Office Automation) position will be an employee of the Jerry L Pettis Memorial Veterans Hospital, located in Loma Linda, CA. located in the Health Information Management Section (HIMS) of Health Administration Services (HAS). The HIMS Scanning Unit is transitioned from maintaining paper health records to electronic health records by implementing templates in the Computerized Patient Record System (CPRS) or scanning procedures.
Duties
The File Clerk-OA (Office Automation) position is an integral member of the Health Information Management Section (HIMS) of Health Administration Services (HAS) Scanning Unit to assist with transitioning from paper health records to electronic health records.
Duties include, but may not be limited to the following:
Provides comprehensive administrative duties, such as but not limited to, solicitation and collection of medical appointment documentation from community provider offices.
Reviews of documentation to determine accurate addition to appropriate medical records, and usage of proper filing/scanning procedures within each medical record, to serve Critical Care Service Line (CCSL).
Works independently and with assigned Medical Support Assistants to accurately monitor appointment schedules to validate attendance, request receipt of applicable medical documentation, and scan received documentation to the correct medical record.
Guides in duties by policies established by local clinical, administrative and executive management, local Health Information Management System personnel, Veterans Integrated Service Network (VISN), Office of Community Care (OCC) and Veterans Affairs Central Office (VACO) guidance.
Performs duties related to the receipt, intake, scanning, indexing, quality control, destruction, and transfer of health and administrative information in relation to community medical documentation used for continuity of care.
Controls all information arriving and leaving the Community Care Service area to maximize continuity of care with medical center providers in the care planning of assigned Veterans.
Processes requests for community care information presented in by mail, fax, telephone, or E-mail.
Processes a request for fax and Personal Computer fax is necessary.
Interfaces with personal computer (PC) applications as well as numerous Veterans Health Information Systems and Technology Architecture (VISTA), Computerized Patient Record System (CPRS), Fee Basis Claim System (FBCS), and other community care-related applications
Work Schedule: Monday-Friday, 8:00AM - 4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-4 position you must have served 52 weeks at the GS-3. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Proficiency Requirements: (Office Automation) In addition to meeting experience and/or education requirements, applicants for these positions must show possession of experience and skill utilizing various types of office automation software (i.e., Microsoft Word and/or Excel) and a typing proficiency of at least 40 words per minute. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for three (3) years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of general experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Examples of generalized experience is described as; progressively responsible clerical, office, or other work. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) full years above high school level education and my education have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one (1) full years above high school level.

Physical Requirements: The work with computers is mainly sedentary in an office environment. However, paper records retrieval, filing, and management involves long hours of standing, with extensive bending, reaching, lifting, stooping, pulling, and other physical exertion or strain. Some work will be performed in a warehouse setting and requires packing boxes (whose weight will typically exceed 20 pounds) and otherwise preparing records for shipment.
