This position is located in the Department of Defense, Office of the Inspector General (DoD OIG), Deputy Inspector General for Evaluations (DIG-EVAL), Space, Missile, and Nuclear Division. This position assesses and evaluates DoD's Space, Missile, and Nuclear programs, functions, and missions to facilitate changes by promoting efficiency and enhanced program results on matters of interest to members of Congress, the Secretary of Defense, the Inspector General, and DoD Leaders.

Duties

Conducts reviews and critical assessments of DoD programs, national security, homeland defense, joint operations, military operations, logistics resource management, and information management within the Space, Missile, and Nuclear enterprise. Contributes to the plans, methodologies, and approaches of analyses or evaluations conducted as part of a team. Helps to define scope, objectives, and resources required for projects, research studies and program evaluations. Documents assigned work, contributes in writing reports, and follows report procedures, formats, and protocols, while also providing supporting documentation, references, or other factual information. Participates in the research of regulations, policies, procedures, and other relevant criteria and data; during program reviews; helps to identify data sources, to determine relevance, and to analyze results. Helps to prepare input to assigned team projects and aids in the studies of program acquisition documentation, technical information, and supporting project files. Assists with complex surveys, reviews, and similar initiatives to gather and evaluate program and management operations, to help with critical analysis, and contribute to report results, findings, and recommendations.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as security designation level Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov) .
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service. Specialized Experience: At the GS-11; One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Specialized demonstrated experience is defined as the ability to: contribute to reviews and critical assessments of programs in areas that include, but are not limited to, DoD programs, national security, homeland defense, joint operations, military operations, logistics resource management, and information management within the DoD Space, Missile, and Nuclear enterprise. Participate in complex surveys, reviews, and initiatives with a team to evaluate program and management operations. Help with critical analysis and contribute to report results, findings, and recommendations. Research regulations, policies, procedures, and other relevant criteria and data during program reviews; help to identify data sources, determine relevance, and analyze results. OR Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M if related. OR Combination of Education and Experience: Combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 hours leading to a Ph.D.) You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: General Schedule Qualification Standards (opm.gov) Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

At the GS-11 A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specialized in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
