The Acquisition and Utilization Specialist within the Space Management Section within the Director's Office at North Florida/South Georgia Veterans Health System supports two (2) complex tertiary care medical centers, three (3) large satellite outpatient clinics, three (3) Vet Centers, one (1) national cemetery and numerous off-site leased locations. Serves as Contracting Officer Representative (COR), performs other tasks associated with the planning, implementation, and oversight of contracts.
Duties
As the Acquisition and Utilization Specialist you will serve as the primary technical liaison between contracting and the contractor for all leased spaces. You will function as a contracting officer representative (COR), as delegated by the Contracting Officer, and perform other tasks associated with the planning, implementation, and oversight of all off-site leased contracts. This position reports to the Space Management Supervisor and works closely with the clinical and administrative service program manager and the facility planner.
Major duties and responsibilities include:
Monitors outstanding contracts to ensure satisfactory progress in compliance with the terms and conditions of the contract and identifies problems that threaten contractor performance.
Prepares contract documents such as statements of work, item specifications, performance based work statements, quality assurance plans, acquisition plans, independent government cost estimates, and trend analysis.
Plans, develops and implements sound business strategies and provides program and technical advice, guidance and assistance through the lease process.
Develops reporting procedures, sampling techniques, and measurements during the leasing process or life cycle to identify areas of inherent weaknesses in work processes, procedures, information systems, and content.
Functions as the Contracting Officer Representative (COR) for off-site leased contracts and, as such, is required to meet qualification requirements as established by the Office of Federal Procurement Policy for Federal Acquisition Certification in Contracting.
Investigates and analyzes quality trends and conditions and consults with staff and managers to identify opportunities for quality improvement
Implements programs to ensure compliance with quality provisions that were planned and developed to identify, prevent, and correct unsatisfactory conditions and elements which influence the regularity, corrections and responsiveness of transaction and services.
Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Handling contract related services, product acquisition, and procurement of items in a healthcare environment; overseeing contracts including pre-award and post-award; preparing procurement packages with unique, emergent and complex requirements including development of requirement documents (e.g. performance work statements and objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, market research, etc.); developing sole source justifications; developing and analyzing reports to make recommendations on acquisition and contracting issues; participating in negotiations with other officials throughout all phases of contract administration; and monitoring expenditures and reporting on deviations from contract terms.

Physical Requirements: While much of the work is accomplished in an office environment, there is a considerable amount of walking, stooping, bending, kneeling, climbing and stretching required during site visits, inspections and maintenance checks. Work is typically performed in an adequately lighted and climate controlled environment. Requires occasional travel to outpatient clinics, community-based outpatient clinics, and off-site leased locations.
