The Lead Mail Clerk functions as the team leader to ensure mail support and operator functions/services are carried out. The Lead Mail Clerk will be responsible for distributing the workload among mail room employees in accordance with the established procedures to ensure timely accomplishment of their assignments; instructs employees in specific tasks.

Duties

Coordinates the workflow within the mailroom and call center operations in an effort to meet the organizational vision of the facility team consist of two mailroom team members and three operators. Prepare reports and maintains records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor. Provides mail-postal services team leader management oversight for the Mail Communications Center, VA mailroom and desk meter designated staff at Fayetteville VA Medical Center. Incumbent is required to successfully operate the console switchboard system currently utilized by the organization with the ability to troubleshoot operator level errors. In this position the incumbent receives and disburses a wide variety of documents and maintains all records involved in the receipt and disbursement of cash. The work requires extensive knowledge of mail-postal management functions, operations, services, mail security, and working knowledge of other serviced activities within the organization. The incumbent works on his/her own initiative under general administrative supervision. The incumbent uses established procedures, a variety of manuals concerning operating the telephone system, and directories that cover individual organizational components and/or names. Incumbent is responsible for the total mail support services program and the telephone operators and is required to exercise own discretion in operating the mail program and telephone operator areas within established resources. Work is performed mostly inside while sitting or standing, with minor stooping and/or lifting up to 70 pounds of mail packages. At times, physically challenging and some physical efforts may be required. Work Schedule: Monday-Friday, 7:30am-4:00pm / 8:00am-4:30pm Telework: Not Eligible Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-4 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to equipped you with the particular knowledge, skill and abilities to be able to perform successfully the duties of the position. Examples of specialized experience would typically include, but are not limited to: handling and routing various types of documents and materials for delivery to the appropriate organizational entity; maintaining directories, mail count logs and distribution list and enforcing knowledge of U. S. Postal Service requirements to process incoming and outgoing mail. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years above high school. TRANSCRIPT REQUIRED. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.
