This Assistant Director position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Rocky Mountain Network 19 (VISN 19), at the Eastern Oklahoma VA Healthcare System (EOVAHCS) in Tulsa, Oklahoma within the Office of the Director. The Assistant Director reports directly to the Medical Center Director.

Duties

Works closely with service chiefs, program managers, and members of the Executive Leadership Team to prepare budget proposals, which balance past expenditures while adjusting for growth and future priorities of the health care system. Reviews and approves requests for supplies, equipment and services as necessary and effectively coordinates with the parent VAMC to efficiently utilize resources and effectively balance funds across the health system. Works with all clinical, support and administrative service lines to ensure that adequate FTEE is provided to support clinical programs while maintaining an appropriate environment of care. Applies the fundamentals of HRM organizational design, position management, position classification, recruitment and placement, pay, workers compensation, training, employee relations, and labor relations when carrying out daily duties and assignments. Works closely with Human Resources and the VISN19 Strategic Business Partner (SBP) as well as senior leaders and all service chiefs to ensure the appropriateness of personnel actions. Sets standards for, evaluates, advises, counsels, or directs individual subordinates on matters relating to employee performance. Frequently meet with counterparts from the VISN and other VA facilities to exchange ideas, resolve mutual problems, and gain support for EOVAHCS initiatives such as, the expansion of services to reach specific veteran populations and demographics. Develops, applies and monitors performance standards to ensure the achievement of accepted goals and strategic priorities. Work Schedule: Monday - Friday; 7:30AM -4:00PM Telework: Ad-Hoc - VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Basic Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/ or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: -Missions, organizations, programs, and requirements of health care delivery systems. -Regulations and standards of various regulatory and credentialing groups; and -Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. -Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and -Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. Specialized Experience GS-14: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Affect the efficient distribution, control, and adjustment of funds in various control points to operate within his/her allocated budget. Applies the fundamentals of Human Resource Management organizational design, position management, position classification, recruitment and placement, pay, workers compensation, training, employee relations, and labor relations. Maintain productive relations with various groups, organizations, and institutions, including but not limited to, medical schools, colleges and universities, accrediting agencies, local non-profit organizations, volunteer groups, news media, city and state government, and congressional offices. Coordinate internal review systems to ensure that both clinical and administrative activities are in compliance with standards issued by various accrediting agencies, regulatory groups, oversight bodies, and higher agency authorities such as The Joint Commission (TJC), Office of the Inspector General (OIG), Occupational Safety and Health Administration (OSHA), etc. Affect a process of oversight inspections to determine compliance with policies governing areas like cleanliness, maintenance, safety, fire prevention, equipment utilization, supply economy, and linen control. Quality Ranking Factor: Experience with contracts and project management, demonstrated ability to operate independently in high-visibility, high-pressure environments in complex emergencies. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as files, mail, supplies and papers.
