The primary purpose of this position is to serve as an environmental specialist with project management, execution, and operations responsibility in assigned project(s) within a program element.

Duties

Provides extensive environmental expertise to support assigned environmental projects through application or professional knowledge and skill in environmental protection specialist practices, processes, and techniques. Responsible for executing assigned projects, in-house a.ad by contract, to comply with all applicable Federal, state, and local environmental laws and policies. Coordinates curricula and training for assigned program areas at the installation. Provides advisory serv ices on problems, issues and projects in assigned program areas. Complies with health, safety, and environmental rules and procedures and performs work that enhances the safety of the work environment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,Environmental Protection Specialist Series 0028. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying environmental protection program principles and procedures applicable to a wide range of duties in one or more program areas, and solving problems involving diverse aspects of environmental protection; Inspects and evaluates reliability, flexibility, and maintainability of existing environmental equipment and systems and identifies deficiencies for incorporation into the infrastructure maintenance plan; interprets and adapts traditional methods and approaches to resolve equipment or systems unsatisfactory performance problems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: ???????A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts???????. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of environmental principles, practices, techniques. and procedures to effectively perform project development, execution, training, and advisory services in assigned projects. 2. Knowledge to troubleshoot environmental problems requiring investigation of unsanitary or questionable conditions in assigned projects. 3. Knowledge of applicable Federal, State, and local laws. regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices. 4. Ability to establish effective working relationships with others. 5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work requires regular and recurring construction or field inspections, investigations, or surveys in which there is a considerable amount of walking, stooping, bending, and climbing. Work environment: The majority of the work is in an office setting. However, during site inspections, there is a regular and recurring exposure to unfavorable conditions such as working in areas under construction. May be exposed to conditions such as noise, particulate matter, machinery, water, soil, or air under treatment containing chemicals, bacteria, or toxic particulates and concentrated waste from the treatment or cleaning process.
