You will serve as a Financial Management Analyst in the Comptroller Department of NAVREGSW RESERVE COMPONENT COMMAND.
Duties
You will assist the Comptroller and Deputy Comptroller in performing program planning and analysis of budgetary operations.
You will assist in developing budgets for the concurrence of the Comptroller and Deputy Comptroller.
You will assist in developing the format, instructions, procedures, forms, and policies of the budget packages issued to functional and organizational OPTAR (cost center) holders.
You will research, summarize, and compile data involving obligations, receipts, liquidations, and other object class/accounting element/line item information.
You will participate in the justification and prioritization of unfunded requirements and the monitoring of year-end closeout to ensure proper use of funds with no anti-deficiency violations.

- This is a Financial Management Level I certified position per National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines and is a condition of employment.
- The position is designated as Noncritical/Sensitive and IT Level II position in accordance with SECNAV M-5510.30, Chapter 5.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
GS-09: Experience with budget/execution functions involving formulation and justification. Experience with the application of related budgeting/execution laws, regulations, policies, precedents, methods and techniques. Experience analyzing and evaluating changes in program plans and funding and/or budgetary relationships. Experience evaluating change in program plans. Experience applying functions, goals, objectives, work processes, and funding sources. Experience performing fiscal and accounting management duties.
GS-07: Experience with the formulation of budget and estimates to support plans, programs, and activities. Experience with the interpretation of budgetary policies and practices. Experience researching guides to locate accounting, budgetary, and financial information. Experience with accounting systems. Experience with payroll, cash control, or benefit systems. Experience receiving and reviewing allotments.

Successful completion of a master's or equivalent graduate degree

Successful completion of 2 full years of progressively higher level graduate education leading to such a degree

Possession of a LL.B. or J.D. that is related to the position being filled.

Successful completion of 1 full year of graduate level education
