The VISN 21 Senior Psychologist (VISN 21 Director of Organizational Health and Wellness) is assigned to VISN 21 Sierra Pacific Health Care Network based in Pleasant Hill, CA. As a member of the VISN 21 Leadership Team, the position works closely with the VHA HCM, WMC, ILEAD and other national programs to help support the development of V21's workforce needs and leadership development.

Duties

The position serves as the Director of Organizational Development and Wellness, serving as both principal advisor in organizational development while also attending to wellbeing as Chief Wellbeing Officer. The Position oversees and supervises program managers and staff for Employee Experience, Inclusion, Diversity Equity and Access (I-DEA), Veteran Experience, and Patient Advocacy programs. The incumbent is the principal advisor in organizational development psychology and works in the areas of competency modeling and assessment, organizational development and cultural transformation, report and statistical interpretation, communications strategy and planning, instructional systems design and implementation, program evaluation, training, and development. The position partners successfully with executive management to accelerate strategy implementation and change to build leadership talent and fuel future growth, enhance organizational performance, and serve as a guide in accelerating organizational development across the organization, including attention to wellbeing, and serving as Chief Wellbeing Officer. Implements and supports organizational improvement activities within VISN 21 Office and throughout the VISN. Helps design, administer, and analyze measures of organization performance at the VISN, facility, work group level, particularly focused on wellbeing. Consults and engages in the development of measurement concepts and tools including written tests, coaching, and mentoring methods to assess and facilitate candidate's readiness for executive leadership, performance-based recruitment, and interviewing (current job achievement), employment references, employee attitudes, etc. Provide expert knowledge of psychometry, vocational assessment, 360-degree assessment, 180-degree assessment, simulations, coaching and mentoring, and the implementation of individual development plans. Major duties include, but are not limited to: Support, develop and maintain a VISN-wide culture of well-being and increased resiliency through collaboration with key program offices, executive leadership, middle management, supervisors, and employees to support self-care and practice redesign efforts. Research and/or analyze problems, issues, and program requirements. Applies many advanced techniques to interpret meaning and evaluate findings. Design and conduct a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to long-range planning. Provide expert analysis and advice on VISN-wide organization development programs. Reconcile conflict between basic policies and program goals. Supervise and has oversight of Employee Engagement, Diversity Equity & Inclusion (DEI), Patient Experience/Advocate. Serve as consultant to executive management officials regarding appropriate uses and limitations of personnel measurement devices, or survey techniques in gathering data for use in organization planning, recruitment, selection, development, and full utilization of staff or development of measures of employee morale, productivity, or similar matters. Serves as a resource to executive leadership, other psychologists, and VA staff members. Offer process consultation to leadership groups and work groups. Perform management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, wellbeing gap analyses, training program administration, correspondence control, liaison, special projects, or board or committee-related work. Prepare and contribute to reports and other presentations on program planning and evaluation. Remain aware of and consult on tools for use by VISN 21 Office, facilities, and individuals for purpose of continuous assessment in a web-based environment. Interact with vendors for assessment tools and web-based products, and coordinate with assigned COTR for vendor contracts for assessment in instruments and services (directly or by delegation). Provide pre-doctoral and post-doctoral supervision to students of Organizational Development within the Network. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. U.S. Citizenship Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology). OR Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. OR Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature Internship. Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) OR Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. English Language Proficiency. Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j. Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GRADE DETERMINATION REQUIREMENTS: Senior Psychologist (VISN Manager) GS-15 At least four years of experience as a professional psychologist, with at least one year equivalent to the GS-14 level Demonstrated Knowledge, Skills, and Abilities (KSA). In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of and ability to communicate existing policies and regulations effectively. Knowledge of and ability to utilize resource materials and to develop new materials when needed. Ability to communicate effectively orally and in writing with a diverse group of professional staff and management officials who are often at the highest management levels. Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives. Skill in leading senior management officials in policy development. Ability to influence high level officials in adoption of and conformance to performance measures, monitors, and other policy guidelines. Preferred Experience: Knowledge of the scientific literature in organizational development psychology, industrial/organizational psychology, clinical psychology, and/or personnel psychology with postdoctoral graduate training in one or more of these fields of psychology is preferred. Conducted psychometric research preferably related to human factors within organizational development and assessment. Typically, the candidate will have published contributions to the field of research and psychology.
