The Chief Medical Officer (CMO) functions as a principal member of the Network's Interdisciplinary staff providing necessary clinical leadership and direction consistent with VISN/VHA goals. The incumbent is expected to be proficient in both the clinical aspects of the organization and delivery of health services as well as the managerial components necessary to guide large cadres of health professionals in the network's health care systems, medical centers, clinics and outpatient facilities.

Duties

The CMO functions as a principal member of the Network's interdisciplinary staff providing the necessary clinical leadership to actualize the future direction of the VISN in the context of VHA's road map for the new VA. The incumbent is expected to be proficient in both the clinical aspects of the organization and delivery of health services as well as the managerial components necessary to guide large cadres of health professionals in the network's medical centers, clinics and outpatient facilities. In addition, the incumbent is expected to have the requisite coordinating skills in interacting with academic affiliates, veteran service organizations, other VISNs, as well as all other stakeholders. Areas of responsibilities (functions): Conceptualize, communicate and promote a vision of health care delivery which is consistent with VHA and the Network's articulated goals. Provides oversight of all clinical activities, coordinating with VISN staff and facility clinical leads to continuously monitor and improve quality of the healthcare services delivered within VISN 19. Collaborate with facility clinical leadership to improve Network and facility performance on outcomes and other performance measures related to delivery of clinical healthcare services. Support and participate in the development of and implementation of clinical guidelines. Promote free and open communications between the V AMCs in the Network and other VISNs, VHA Headquarter, DoD's medical treatment facilities (MTFs) and all other stakeholders and the organizations that they represent. Foster efficiency in clinical activities by providing timely and proactive guidance to health professionals involved in the organization and delivery of comprehensive, patient-centered clinical care, promotion of medical and allied health training programs and conduct of veterans-focused applied research with emphasis on redeployment of resources. Actively facilitate the establishment of a network-wide primary care system to improve access to care for all veterans. Nurture a network-wide culture that is dedicated to improvement in patient care, education and research. Serve as an expert clinical guide for all health professionals and the clinical "conscience" of the Network. Participate in both short and long-range planning of all patient care, education and research programs in the Network to enhance both effectiveness and efficiency of clinical, educational and research programs with particular emphasis in promoting sharing between VAMCs and DoD-MTFs as well as community health care organizations. Assist in the identification, selection, development, motivation and evaluation of senior clinical personnel at all medical facilities in the Network. Collaborate with others in ensuring compliance with laws, regulations and rules of accrediting bodies and third-party payers governing all clinical operations, inclusive of the maintenance of the integrity of educational and research programs conducted under the auspices of the Network and its constituent facilities. Facilitate the maintenance of credentialing and privileging systems for health professionals as required by accrediting bodies and statutory and regulatory requirements. Promote the development and furtherance of continuing education programs for health professionals in the Network. Maintain either directly (as Network Academic Affiliation Officer) or through appropriate delegation, an oversight function of all academic and research activities in the Network. Encourage the integration of the V AMCs and health professional staff with their counterparts in the community in order to enhance VA's prominence, not only as a health care provider, but also as a major partner in furthering the nation's efforts in the training of health professionals and advancement of medical and allied health research. Provides direction for Network-wide research activities and compliance. Coordinate strategic planning efforts for health care delivery with effective business planning to assure maximum healthcare quality and efficiency. Conduct demographic assessments and evaluate the clinical needs of the veteran population and develop programs and services to meet identified needs. Conduct site visits to Network facilities on an ongoing basis to observe care delivery and monitor compliance with acceptable care delivery approaches. Provide national leadership in addressing key clinical issues via work groups, task force groups and face to face meetings. Work Schedule: Monday through Friday, 8:00 am to 4:30 pm

Requirements

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The work is mostly sedentary and is performed in a health care setting for treating patients with a variety of medical problems. Normal safety precautions and practices are required for working in a healthcare environment. Other physical demands include reaching, bending, stretching, walking, and carrying light loads of supplies. The position often entails long periods of sitting at a computer, rigid deadlines, the need for a high degree of accuracy, high stress situations, and the ability to adapt work plans based on hospital needs.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
