The primary purpose of this position is to formulate program goals, plans, and policies for the NAF mission. Serves as the primary advisor to the 19 AF Commander on program and policy issues. Provides advisory support to the Director, Vice Commander, and Command Staff on daily operations and long-range planning for HQ AETC.

Duties

Works with the Commander to develop plans, organize, and oversee the activities of the HQ 19th Air Force Staff and seamless interface with Congress, State Department, HQ Air Force, other MAJCOMs, International Air Forces, and agencies. Evaluates policies and directives from DoD and HQ AF and advises on action necessary to establish the framework of Command policy. Confers with the Commander, Vice Commander and with key staff regarding problem areas and projected major changes in the assigned mission. Serves as an advisor to the HQ AETC Commander, Vice Commander, and Staff Director for matters related to the Commander's staff operations. Represents HQ 19th Air Force with a variety of MAJCOM and functional area organizations. Establishes, develops, and maintains effective working relationships with HQ AETC Staff, HQ Air Force, other MAJCOMs, International Air Forces, and other agencies.

  • PCS expenses are not authorized. Travel and Relocation expenses will not be paid.
  • This position is subject to provisions of the DoD Priority Placement Program
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May perform additional duties as specified to support 19 AF.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

  • This is a TERM position, Not to Exceed (NTE) 24 months. Severance Pay is Not Authorized - A break in service of more than 3 calendar days may be required for permanent federal internal and transfer employees.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include work that has provided in depth knowledge of the missions, organization functions and processes of program areas such as public affairs, resource management, information technology, accreditation, human resources, logistics, internal review, facilities management, training, program analysis and evaluation, safety and security; adapting analytical techniques and evaluation criteria to the measurement and improvement of programs and organizations; and providing analysis of resources required based on knowledge of budget preparation and submission procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of staff operations functions, management concepts, principles and methodologies in order to develop and implement innovative approaches and solutions for staff operations issues. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory personnel and manpower programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. Knowledge of policies, procedures, methods to develop, revise, and advise on programs to meet goals and objectives within available resource and to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. Ability to plan, organize, and direct the functions, mentor, motivate, and apprise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Skill in briefing and communicating objectives, strategies, and implantation concepts to the Headquarters' Command Section and senior/executive level managers; and the ability to communicate and interact effectively at highest levels in order to achieve stated positions or to make an adequate case for a particular strategy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
