The primary purpose of this position is Child and Youth Program (Office Automation Clerk) GS-0303-05 and to provide overall administrative support for the Child Development Center (CDC) and Youth Program (YP).

Duties

Exercises financial responsibilities for the Child and Youth programs. Provides overall administrative support for the Child Development Center (CDC) and Youth Program (YP). Provides customer service and information on the operations and services of the CDC/YP to a patron population that consists of members of all four branches of the Armed Forces, their children, their civilian counterparts, and others. In the absence of the Center Director or Assistant Director acts as the supervisor on duty.

  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
  • This position requires an uncommon tour of duty, which will includes nights, weekends, and holidays.
  • This is a child care position subject to background checks IAW PL101-647. Must successfully complete an SF 85 and background investigation.
  • Position requires certification in CPR, and training in first aid, medical, and security requirements and procedures.
  • May be required to substitute and assume duties of other clerk during absences.
  • Must possess maturity and judgement, and be capable of handling emergency situations common in dealing with small children in a child development center environment. Complete training in the observation of symptoms of illness is desirable.
  • May be responsible for dealing with children removed for the classroom due to unruly behavior or illness.
  • Substitute as needed for caregiving staff during short or long absences during the day. While in the classroom, employee is required to perform all applicable caregiving duties.
  • Acts as site supervisor in the absence of supervisor/director/assistant director. Performs other duties as assigned.
  • A FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.
  • Skill in typing; a qualified typist is required. The incumbent must have the ability to type a minimum of 40 WPM.
  • Immunizations and physical exam required.
  • Travel and relocation expenses will NOT be paid.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of child care programs and procedures related to Child Development and Youth Programs operations. Knowledge of the organizational functions and services to answer inquiries or refer to the responsible staff member. Provides technical and clerical support of the Child Development Program to include customer service, and preparing a wide range of recurring and nonrecurring correspondence, reports and other documents, while maintaining office records. OR EDUCATION: I have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of education and experience may be used to qualify for this position, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Child Development and Youth Programs and procedures to perform such duties as providing specific information about Child and Youth Programs, referring phone calls and visitors, preparing reports, etc. Knowledge of cash handling techniques and procedures. Knowledge of word processing automation software functions to support office operations and produce a variety of textual and data based documents. Skill of a qualified typist with a minimum of 40 wpm proficiency required. Knowledge of common clerical practices and office routines. Knowledge of security regulations and procedures. Knowledge of basic rules of grammar, spelling, capitalization, punctuation, standard abbreviations, and of format and clerical procedures to arrange a variety of materials from different sources. Ability to interpret and apply DoD, Air Force and local policies and directives in order to carry out and coordinate many different procedures such as those required in registrations, collection of fees, maintaining office files, obtaining supplies, preparing various recurring reports, etc. Skill in meeting and dealing with people of diverse social, national, cultural and occupational backgrounds and the ability to effectively communicate orally, with tact and courtesy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
