This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD HR Management Systems Division. The incumbent serves as a Project Manager responsible for planning, executing, and monitoring projects.
Duties
Develops work breakdown structures; identifies necessary tasks and activities; develops project schedules, including dependencies; ensures proper and appropriate project budget levels; and negotiates terms/contracts with vendors
Designs, develops, and implements Service Level Agreements with customers; practices sound change control and supports the Change Control Board and Release Management process
Resolves problems that arise; and ensures proper cost accounting procedures are followed
Monitors schedule, scope, and budget/cost factors for multiple projects throughout the entire project life cycle; identifies risks that could impact performance; develops and carries out risk mitigation strategies to reduce risks
Proactively seeks to gain the support and agreement with customers; prepares and briefs status reports; briefs management and other stakeholders regarding plans, progress, risks, and changes
Involves customers and other necessary stakeholders in decision making; identifies problems and develops recommendations for problem resolution
Guides staff and contractors to work towards success of the project; establishes, leads, and coordinates the team to accomplish project objectives, including setting goals, monitoring performance, taking corrective actions, and recognizing team members
Maintains records to assure accessibility by both internal and external auditors; maintains and coordinates creation, retention, and disposition of project files and information
Qualifications
At the GS-13 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in: applying project management methodologies and principles; formulating and managing an overall project budget; familiarity with contracting and invoicing; familiarity with software development through Software Development Life Cycle (SDLC); and communicating with personnel at various levels of a project and organization and people of various work backgrounds, levels, and technical experience.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
