Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico OCS Region, Office of the Regional Director/Deputy Regional Director for DIEE, Office of Environmental Compliance, in Jefferson, LA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Serves as Co-Lead Air Quality Compliance Coordinator, leading BSEE's coordination efforts with the Bureau of Ocean Energy Management (BOEM) and the U.S. Environmental Protection Agency (USEPA) for the GOMR. Oversees office compliance monitoring and verification of operational reports and industry's Post Activity Submittals (PAS) as it relates to their field of expertise, which includes requisite documentation submitted after OCS operations are complete (in part or in whole) to verify/record compliance with air quality standards. Oversees, schedules, and conducts field efforts for air quality compliance monitoring, to include witnessing operator-required source tests of diesel generators, turbines, and other smaller emitting equipment and ensuring that emission levels and approved control technologies are in compliance with approved plans, permits, and related mitigations. Briefs and defends BSEE technical programs, policies, and conclusions to other Federal, State, and Local Governments, industry leads, and private groups/persons as the technical authority on air quality. Establishes criteria for impact-assessment methodologies and identifies improvement of verification methodologies and enforcement needs for air quality regarding engineering issues, develops associated monitoring/compliance programs, and prepares sections and/or reviews of BSEE and BOEM National Environmental Policy Act (NEPA) documents, regulations, and/or Notice to Lessees (NTLs) related to air quality and the incumbent's area of expertise. Develops program related documents (i.e., Compliance Verification Report (CVRs), Field Inspection Reports, etc.), and workload associated with project and/or environmental program monitoring, field verification, and compliance oversight activities related to environmental mitigation and conditions of approval (CoAs); including preparation of Incidents of Non-Compliance (INCs) as needed and Civil Penalty Case development when impacts are discovered. Identifies specific process/engineering problems impacting air quality that may be addressed as research or study efforts, analyzes the nature of problems, develops study/research protocols to resolve these problems or to provide an information base for better understanding of the problems, and recommends the studies/research for funding approval via the proper processes. Develops and maintains liaisons with Federal and State agencies (i.e., USEPA, BOEM, etc.) and other local groups to determine issues and concerns, ensure their involvement, and obtain the most current information base for the program. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 2802, is the exclusive representative of all employees in this bargaining unit. Salary Information: GS-13: $98,496 (Step1) per annum - $128,043 (Step 10) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EENN-23-EI-060(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. Basic Requirements: You must meet the description in either A or B below to qualify for this position. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. AND (2) Specialized Experience (Must be equivalent to the next lower grade level for which you are advertising) To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Performing environmental monitoring of systems, processes, and equipment to meet Clean Air Act emissions standards, OCS Regulations, and/or similar mitigation measures applied to an authorized activity, Performing compliance verification reviews or monitoring of air emissions under the Clean Air Act, OCS Regulations, and/or similar mitigation measures applied to an authorized activity, AND Conducting or overseeing site inspections and/or investigations to assess compliance with Clean Air Act requirements, OCS regulations, and/or similar mitigation measures applied to an authorized activity and preparing requisite reports. MUST MEET ALL Physical Requirements: Inspections and audits require visits to offshore sites and installations. Inspections require travel by helicopter and sometimes boat to field locations. The work requires occasional inspections where there are extended periods of crawling or stooping in restricted areas or climbing tall ladders to gain access to large equipment and facilities. The employee must be in good physical condition to work under such demanding physical conditions most of the day. Work Environment: The work is performed and conducted in both an office setting and through occasional field visits. Inspections and audits are conducted in an offshore environment, in close proximity to equipment and chemicals associated with oil and gas production. The employee may work at great heights on large pieces of equipment and may be exposed to extreme weather conditions. The work environment contains elements of exposure to potentially dangerous situations. The employee wears hardhats, safety glasses, and takes other various safety precautions. The necessary travel to and from offshore locations is accomplished by Government motor vehicle, chartered helicopter, and company furnished boat.
