This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position:
This position is located at Fort Riley, Kansas.
A recruitment or relocation incentive may be authorized.
Salary negotiation may be available for those candidates who are new to Federal service.
Advanced leave accrual authorized may be authorized.
Duties
Serve as the principle staff member responsible for developing command policies, providing information, and monitoring, managing, directing, and reporting patient access to health care.
Coordinate budget planning and execution with Resource Management and provides recommendations on the allocation of funds and resources based on adjustment of program objectives and needs.
Develop the standards by which the administrators are evaluated against.
Develop internal policies and programs concerning such matters as equal employment opportunity, merit promotion, labor management relations, and position management, and publicizing these policies and programs.
Promote the direct care and purchased care network services within the local community.
Serve as a facilitator between clinical services and administrators to meet the Commander’s goals and objectives for all programs and services within the Division.
Review and analyze all aspects of clinical practice management for assigned services.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Specialized Experience Required: One year of specialized experience which includes assisting in the development of policies or procedures, preparing reports based on collected data and implementing training or educational programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
*Master's degree preferred by management, but not required.
